2.2.7 動(dòng)植物、動(dòng)植物產(chǎn)品和其他檢疫物過
境期間，未經(jīng)檢驗(yàn)檢疫機(jī)構(gòu)批準(zhǔn)，不得開拆包

2.2.7 The animals, plants, their products or other quarantine
objects, in the course of their transit, may not be unpacked or
discharged from aircraft without the approval of the animal and
plant inspection and quarantine authority.
2.3 出境檢疫

2.3.1 貨主或者其代理人依法辦理動(dòng)植物、
動(dòng)植物產(chǎn)品和其他檢疫物的出境報(bào)檢手續(xù)時(shí)，
應(yīng)當(dāng)提供貿(mào)易合同或者協(xié)議。
2.3.1 The owner, or his/her agent shall, according to the law,
submit the trade contracts or agreements when applying for
quarantine inspection for the exit animals and plants, their products
or other quarantine objects.
2.3.2 輸出動(dòng)植物，動(dòng)植物產(chǎn)品和其他檢疫
物的，出境前需在檢驗(yàn)檢疫機(jī)構(gòu)指定的場所進(jìn)
行檢疫，經(jīng)檢疫合格或者經(jīng)除害處理合格的，
準(zhǔn)予出境。檢疫不合格又無有效方法作除害處
理的，不準(zhǔn)出境。
2.3.2 Exported animals, plants, their products and other
quarantine objects shall, before departure, be quarantined in the
place designated by inspection and quarantine authority, and those
that pass the quarantine inspection or conform to the standards after
a treatment of disinfection and disinfestation are allowed to leave
the country; those that fail in the quarantine inspection and in the
adoption of disinfection and disinfestation treatments with effective
methods shall not be allowed to leave the country.
2.3.3 經(jīng)檢疫合格的動(dòng)植物、動(dòng)植物產(chǎn)品和
其他檢疫物，有下列情形之一的，貨主或者其
代理人應(yīng)當(dāng)重新報(bào)檢：
1) 更改輸入國家或者地區(qū)，更改后的輸入國
家或者地區(qū)又有不同檢疫要求的；
2) 改換包裝或者原未拼裝后來拼裝的；
3) 超過檢疫規(guī)定有效期的。
2.3.3 Where the animals, plants, their products or other
quarantine objects that pass the quarantine inspection are involved
in any of the following circumstances, the owner or his/her agent
shall re-apply for quarantine inspection:
1) Where the importing country or region is changed, and the new
country or region has different requirements for quarantine
inspection;
2) Where the packages are changed, or the unpacked products are
subsequently packed;
3) Where the stipulated valid period of quarantine has expired.

3.1 貨物、郵包均須向檢驗(yàn)檢疫機(jī)構(gòu)申報(bào)
并接受檢疫，經(jīng)檢驗(yàn)檢疫機(jī)構(gòu)許可，方準(zhǔn)入、
出境。
3.1 Goods and postal parcels shall be subject to prior
application for quarantine inspection and entry and exit thereof
shall be granted only after an approval has been issued by the
inspection and quarantine authority.

3.2 來自疫區(qū)的、被傳染病污染的以及可
能傳播檢疫傳染病或者發(fā)現(xiàn)與人類健康有關(guān)的
嚙齒動(dòng)物和病媒昆蟲的貨物、廢舊物、郵包等
物品，應(yīng)當(dāng)實(shí)施消毒、除鼠、除蟲或者其他必
要的衛(wèi)生處理。
3.2 Goods, waste products, used materials or postal parcels
that come from pestilence area or have been contaminated by an
epidemic disease or are likely to spread quarantinable epidemic
diseases or are found to have carried vectors or rodents which
affect human health are required to undergo disinfection, rat
extermination, deinsectization and other necessary sanitization
process.
3.3 來自疫區(qū)或者被傳染病污染的各種食
品、飲料、水產(chǎn)品等應(yīng)實(shí)施衛(wèi)生處理或者銷
毀。
3.3 The foods, drinks and aquatic products that come from
the pestilence area or have been contaminated with epidemic
diseases shall be treated by means of sanitization or destruction.
3.4 入、出境微生物、人體組織、生物制
品、血液及其制品等特殊物品時(shí)，必須提交
《入出境特殊物品衛(wèi)生檢疫審批單》。
3.4 Special articles which enter or leave the country such as
microzoaria, human tissue, biological products, blood and
hemoproducts shall be subject to submitting the Application of
Import/Export of Special Articles for Verification of the Frontier
Health and Quarantine Service.
3.5 入、出境尸體、骸骨時(shí)，必須出示死
亡證明和其他有關(guān)證件。對不符合衛(wèi)生要求
的，必須接受檢驗(yàn)檢疫機(jī)構(gòu)實(shí)施的衛(wèi)生處理，
經(jīng)許可后，方準(zhǔn)運(yùn)進(jìn)或運(yùn)出。對因患檢疫傳染
病而死亡的病人尸體，必須就近火化，不準(zhǔn)移
運(yùn)。
3.5 A consignor or an agent for the transportation of a corpse
or human remains into or out of the country shall declare the matter
to an inspection and quarantine authority by presenting at the same
time a certificate of cause of death or other related documents.
Transport thereof, in either direction across the border, shall not be
