2.2.1 For transit of animals through the territory of the People’s
Republic of China, prior application in writing, together with
quarantine certificates issued by competent authority of animal and
plant quarantine of exporting country or region, the import permit
issued by competent authority of animal and plants quarantine of
importing country or regions, plus a description about transit
routing, shall be submitted to AQSIQ for the Entry Permit of
Animal and Plant Quarantine of the Peoples’ Republic of China..
2.2.2 運(yùn)輸動(dòng)植物、動(dòng)植物產(chǎn)品和其他檢疫
物過(guò)境的，承運(yùn)人或者押運(yùn)人應(yīng)當(dāng)持貨運(yùn)單和
輸出國(guó)家或者地區(qū)政府動(dòng)植物檢疫機(jī)關(guān)出具的
證書，向入境口岸檢驗(yàn)檢疫機(jī)構(gòu)報(bào)檢；運(yùn)輸動(dòng)
物過(guò)境的，還應(yīng)當(dāng)同時(shí)提交國(guó)家質(zhì)檢總局簽發(fā)
的允許動(dòng)物過(guò)境的《中華人民共和國(guó)進(jìn)境動(dòng)植
2.2.2 The transit of animals, plants, their products or other
quarantine objects requires the consignor or the escort to submit for
quarantine inspection at the port of entry the bills of lading and the
quarantine certificates issued by competent authority of animal and
plant quarantine of exporting country or region. In the case of
animal transit, the Entry Permit of Animal and Plant Quarantine of

物檢疫許可證》。 the Peoples’ Republic of China issued by AQSIQ is required.
2.2.3 過(guò)境動(dòng)物運(yùn)達(dá)進(jìn)境口岸時(shí)，由入境口
岸檢驗(yàn)檢疫機(jī)構(gòu)對(duì)航空器、包裝容器的外表進(jìn)
行消毒并對(duì)動(dòng)物進(jìn)行臨床檢疫，經(jīng)檢疫合格
的，準(zhǔn)予過(guò)境。
2.2.3 When the transit animals are transported to the port of
entry, the aircraft and the exterior surfaces of packaging receptacles
shall be disinfected and the animals shall be subject to clinical
examination conducted by the port inspection and quarantine
authority. If the animals pass the quarantine inspection, their transit
through the territory is permitted.
2.2.4 裝載過(guò)境動(dòng)物的航空器、裝載容器、
飼料和鋪墊材料，必須符合中國(guó)檢驗(yàn)檢疫的規(guī)
定。
2.2.4 The aircraft, packaging receptacles, fodder and bedding
materials of transit animals shall conform to the requirements
stipulated by competent authority of Chinese inspection and
quarantine.
2.2.5 裝載過(guò)境植物、動(dòng)植物產(chǎn)品和其他檢
疫物的包裝物、裝載容器必須完好。經(jīng)口岸檢
驗(yàn)檢疫機(jī)構(gòu)檢查，發(fā)現(xiàn)包裝物、裝載容器有可
能造成途中散漏的，承運(yùn)人或者押運(yùn)人應(yīng)當(dāng)按
照口岸檢驗(yàn)檢疫機(jī)構(gòu)的要求，采取密封措施；
無(wú)法采取密封措施的，不準(zhǔn)過(guò)境。發(fā)現(xiàn)有《中
華人民共和國(guó)進(jìn)出境動(dòng)植物檢疫法》第十八條
規(guī)定的名錄所列的病蟲害的，作除害處理或者
不準(zhǔn)過(guò)境。
2.2.5 The packages and loading receptacles of the transit plants,
animals, their products or other quarantine objects shall be kept in
good shape. If, upon examination by the port inspection and
quarantine authority, the packages and loading receptacles are
found to be liable to result in dispersion and leakage midway, the
carrier or the escort shall, according to the requirements of the port
inspection and quarantine authority, adopt hermetically-sealed
measures; if hermetically-sealed measures are not possible, no
transit clearance through the country shall be permitted. In case any
disease and insect pests specified in the catalogues as stipulated in
Article 18 of the Law of the People’s Republic of China on the
Entry and Exit Animal and Plant Quarantine is discovered, the
whole consignment shall be subjected to such treatment as
disinfection and disinfestation or denial of transit.
2.2.6 過(guò)境的動(dòng)物經(jīng)檢疫合格的，準(zhǔn)予過(guò)
境；發(fā)現(xiàn)有《中華人民共和國(guó)進(jìn)出境動(dòng)植物檢
疫法》第十八條規(guī)定的名錄所列的動(dòng)物傳染
病、寄生蟲病的，全群動(dòng)物不準(zhǔn)過(guò)境。
過(guò)境動(dòng)物的飼料受病蟲害污染的，作除
害、不準(zhǔn)過(guò)境或者銷毀處理。
過(guò)境的動(dòng)物的尸體、排泄物、鋪墊材料及
其他廢棄物，必須按照檢驗(yàn)檢疫機(jī)構(gòu)的規(guī)定處
理，不得擅自拋棄。
2.2.6 The transit animals that pass the quarantine inspection are
allowed to pass through the country; and in case any infectious or
parasitic disease specified in the catalogues as stipulated in Article
18 of the Law of the People’s Republic of China on the Entry and
Exit Animal and Plant Quarantine is discovered, the whole
consignment shall not be allowed to transit.
The transit animals’ fodders that are contaminated with disease,
insect pests or harmful organisms shall be subjected to such
treatment as disinfection and disinfestation, denial of transit or
destruction.
The carcasses, excrements, bedding materials and other wastes of
the transit animals shall be disposed of in accordance with the
