the said aircraft’s air carrier belongs, or the application shall be
submitted to the General Administration of Civil Aviation of China
(SITA address: BJSSKCA, BJSZGCA) no less than 15 days prior
to the operation.
3.2.2 飛行申請中應包含下列內容： 3.2.2 Application shall include the following particulars:
a. 航空器所有人和經營人及其地址；
b. 航空器國籍標志和登記標志，航空器的類
別、識別標志；
c. 航空器的無線電通話和通信呼號；

座位布局和噸位；

（UTC時間）和航路；
i. 飛行目的；
j. 航空器上載運的旅客人數（名單）和/或貨
物名稱、件數和重量；
k. 包機人、擔保人、接待單位；
l. 包機價格；
m. 其它事項。
a. The owner and operator of aircraft and their address;
b. Type, nationality and registration and identification marks of
aircraft;
c. Call signs of radiotelephony and radiotelegraphy of aircraft;
d. Aircraft frequency range to be used by radio facilities on the
aircraft;
e. Maximum take-off and landing weight, seat configuration and
freight capacity;
f. Names, occupations and nationality of crew members;
g. Weather minima of a pilot-in-command;
h. Originating and destination points, operating date, schedules
(in UTC time) and route;
i. Purpose of flight;
j. Number of passengers (name list is required) and/or list of
cargo, pieces and weight;
k. Charterer, securer and sponsor;
l. Charter price; and
m. Other matters.
3.3 國家航空器和專機
3.3 State aircraft and special flight
3.3.1 國家、政府領導人和其他要員專機, 國
家、軍用航空器及特殊飛行的申請應至少提前
7 個工作日通過外交途徑向中華人民共和國外
交部提交。
3.3.1 The application for a special flight of head of state, head
of government or any other VIP, state aircraft, military aircraft or
other special flights shall be submitted to the Ministry of Foreign
Affairs of the People’s Republic of China through diplomatic

channel no less than 7 workdays prior to the operation.

approved weather minima of the pilot-in-command.
5) 航空器上載運的旅客名單、國籍和/或貨
物。

3.4 非商業或私人飛行
3.4 Non-commercial or private flight
3.4.1 外國民用航空器的非商業目的或私人
飛行，應至少提前7 個工作日向中國民用航空
總局(航空固定服務/ SITA 地址：ZBBBZGZX/
BJSZGCA) 申請；如該航空器屬熱氣球、動力
傘、滑翔機、飛艇等可控性差的航空器，其飛
行申請應提前30 個工作日通過外交途徑向中
華人民共和國外交部提交。
3.4.1 The application for a foreign civil aircraft to operate noncommercial
or private flight shall be submitted to CAAC
(AFS/SITA address: ZBBBZGZX/BJSZGCA) no less than 7
workdays prior to the operation; and if the said aircraft has poor
maneuverability, such as hot-air balloon, powered-umbrella, glider,
airship, etc, the application shall be submitted through diplomatic
channel no less than 30 workdays prior to the operation.
