4. Overflight
4.1 國家航空器和專機
4.1 State aircraft and special flight
4.1.1 國家、政府領導人和其他要員專機, 國
家、軍用航空器及特殊飛行的申請應至少提前
7 個工作日通過外交途徑向中華人民共和國外
交部提交。
4.1.1 The application for a special flight of head of State, head
of government or any other VIP, state aircraft, military aircraft or
other special flight shall be submitted no less than 7 workdays prior
to the operation through diplomatic channel to the Ministry of
Foreign Affairs of the People’s Republic of China.
4.1.2 需要資料 4.1.2 Document requirements
1) 航空器 1) Aircraft
a. 航空器所有人和經營人及其國籍，地址；
b. 機型；
c. 航空器國籍和注冊標志；
d. 無線電話用呼號；
e. 航空器屬性。
a. The owner and operator of aircraft and their nationality,
addresses;
b. Type of aircraft;
c. Nationality and registration marks of aircraft;
d. Radiotelephony call sign;
e. Nature of the aircraft.
2) 飛行計劃 2) Flight plan
a. 航空器起飛、到達地點、日期、時刻（協
調世界時）；
b. 進、出國境點及中國境內的詳細航路。

the People’s Republic of China.

4.2 定期航班飛越
4.2 Overflight of a scheduled flight
4.2.1 定期航班飛越我國領空應至少提前30
個工作日向中國民用航空總局（航空固定服務
/SITA 地址: ZBBBZGZX/BJSZGCA）申請，
如首次開通飛越中華人民共和國領空的正班飛
行及在中華人民共和國境內航路改變應至少提
前60 個工作日申請。
4.2.1 The application for a scheduled flight overflying the
territory of the People’s Republic of China shall be submitted to
CAAC (AFS/SITA address: ZBBBZGZX/BJSZGCA) for approval
at least 30 workdays in advance, or 60 workdays in advance if it is
an inaugural service for a regular flight overflying the territory of
the People’s Republic of China or if there is a change in the routing
within the territory of the People’s Republic of China.

2) 航班號，機型，班期，航空器起飛、到達
地點及時刻（協調世界時）；
3) 進、出國境點/時間及中國境內的詳細航
路；
4) 起止日期；
5) 飛行目的；
6) 收費地址及其他內容。

nationality, addresses;
2) Flight number, type of aircraft, schedule, departure/arrival
aerodrome, date, and time (UTC);
3) Date and time (UTC) of overflying the entry /exit points and
routes in detail within the territory of the People’s Republic of
China;

5) purpose of flight;
6) Billing address and other information.
4.3 不定期和私人飛越飛行
4.3 Overflight of a non-scheduled and private flight
4.3.1 外國民用航空器的不定期或私人飛越
飛行應至少提前7 個工作日向中國民用航空總
局(航空固定服務/ SITA 地址: ZBBBZGZX/
BJSZGCA) 申請；如該航空器屬熱氣球、動力
傘、滑翔機、飛艇等可控性差的航空器，其飛
行申請應提前30 個工作日通過外交途徑向中
華人民共和國外交部提交。
4.3.1 The application for a foreign civil aircraft to operate nonscheduled
or private overflight operation shall be submitted to
CAAC (AFS/SITA address: ZBBBZGZX/BJSZGCA) no less than
7 workdays prior to the operation; and if the said aircraft has poor
maneuverability, such as hot-air balloon, powered-umbrella, glider,
airship, etc, the application shall be submitted to the Ministry of
Foreign Affairs of the People’s Republic of China through
diplomatic channel no less than 30 workdays prior to the operation.

注：如該航空器屬可控性差的航空器應提供其
性能、設備。
Note: Performance and equipment of the aircraft are required to
advise together with the application if it has poor
maneuverability.
