器在穿越水平邊界時，必須與三亞區域管制
中心建立雙向通信聯系，向三亞區域管制中
心報告。
4.4 從三亞責任區海洋低空空域進入三亞
責任區海洋管制空域的航空器，應當在預計
進入前10 分鐘與三亞區域管制中心建立雙向
通信聯系，提出申請并說明飛行高度層、預
計進入時間及進入點，以取得管制許可。
4.5 在三亞責任區海洋低空空域內飛行的
航空器，只有在與三亞區域管制中心建立雙
向通信聯系并獲得管制許可的情況下，方可
以在距離島內管制空域邊界20 海里（37 千米）
的范圍內飛行。
3.5 Aircraft operating in the Oceanic Low-level Airspace in
the Sanya AOR under IFR shall establish constant two-way
communication contact with Sanya Area Control Center. Aircraft
operating in Oceanic Low-level Airspace in Sanya AOR under
VFR shall keep a constant watch on the frequency specified by
Sanya Area Control Center and make contacts therewith when
necessary.
4. Operational Management
4.1 Sanya Area Control Center does not provide air traffic
control service to aircraft operating in the Oceanic Low-level
Airspace in the Sanya AOR, which means no controlled
separation is provided and no air traffic control clearance is
issued. The pilot may, as he needs, request relevant flight
information service and alerting service from Sanya Area Control
Center.
4.2 Aircraft intending to operate in the Oceanic Low-level
Airspace in the Sanya AOR under IFR shall file a flight plan to
Sanya Area Control Center one hour before the estimated time of
departure.
4.3 Aircraft intending to enter or leave the Oceanic
Low-level Airspace in the Sanya AOR shall establish two-way
communication contact with Sanya Area Control Center and
make reports thereto before crossing the horizontal boundaries.
4.4 Aircraft intending to enter the Oceanic Controlled
Airspace in the Sanya AOR from the Oceanic Low-level Airspace
in the Sanya AOR shall, in order to obtain a control clearance,
establish two-way communication contact 10 minutes before the
estimated time of entry with Sanya Area Control Center and make
the request providing such information as flight level, estimated
time of entry and entry point.
4.5 Only after two-way communication contact has been
established with, and a control clearance obtained from Sanya
Area Control Center, may an aircraft in the Oceanic Low-level
Airspace in the Sanya AOR operate in the area of 20nm(37km)
from the boundary of the Controlled Airspace above Hainan
Island.

4.6 配備A/C 模式或S 模式二次雷達應答
機的航空器在三亞責任區海洋低空空域內飛
行時，應當打開機載應答機。應答機編碼按
照空中交通管制員指定的編碼進行設置，或
者按照儀表飛行規則（IFR）飛行的航空器，
應答機編碼設置為A2000，按照目視飛行規
則（VFR）飛行的航空器，應答機編碼設置
為A1200。

4.6 Aircraft equipped with A/C mode or S mode
transponders of Secondary Radar, when operating in the Oceanic
Low-level Airspace in the Sanya AOR, shall set their
transponders on, and set the transponder codes assigned by the air
traffic controller, or A2000 in case of IFR operations and A1200
in case of VFR operations.
