RVSM Policy and Procedures in the Oceanic Airspace of Sanya AOR
1.0 序言
1.1 國際民航組織(ICAO)第三次亞太地區(qū)
空中航行會議建議：在北大西洋地區(qū)成功實(shí)
施縮小的垂直間隔標(biāo)準(zhǔn)（RVSM）之后，在太
平洋地區(qū)也應(yīng)當(dāng)引入RVSM。這主要是因?yàn)?br />
航空器營運(yùn)人和空中交通服務(wù)(ATS)提供人

1.0 Introduction
1.1 The International Civil Aviation Organization (ICAO)
Third Asia/Pacific Regional Air Navigation Meeting
recommended that Reduced Vertical Separation Minimum
(RVSM) should be introduced in the Pacific region after
successful implementation in the North Atlantic region. This is
due to the significant benefits to be gained by aircraft operators
and air traffic services (ATS) providers. ICAO Document 9574,
Manual on Implementation of a 300m (1 000 ft) Vertical
Separation Minimum Between FL 290 and FL 410 Inclusive
contains an explanation of RVSM.
1.2 Benefits to be gained from RVSM include:
(a) Adoption of an ICAO endorsed navigation requirement;
(b)Improved utilization of airspace for ATC conflict
resolution;
(c) Fuel savings of » 1% for flight closer to optimum cruise
altitude; and
(d) Reduction in ground delays.
1.3 Content
The ICAO Asia/Pacific RVSM Task Force has harmonized the
basic content of this document. The following policies are
addressed in the paragraphs of this document:

2.1 西太平洋/南中國海飛行情報(bào)區(qū)（FIR）
自協(xié)調(diào)世界時(shí)2002 年10 月31 日
1930UTC 時(shí)起，三亞責(zé)任區(qū)海洋空域飛行高
度層FL290(含)與FL410(含)之間的管制空域
內(nèi)劃定為RVSM 空域。六條主要ATS 航路
（L642，M771，N892，L625，N884 和M767）
的RVSM 高度層為：FL300、FL320、FL340、
FL360、FL380 和FL400。在穿越這六條單向
航跡的航線上飛行的獲準(zhǔn)RVSM 運(yùn)行航空
器，可被指定相應(yīng)的東向飛行的高度層—
FL330，F(xiàn)L370 和FL410 或西向飛行的高度層
—FL310，F(xiàn)L350 和FL390。
三亞責(zé)任區(qū)海洋空域內(nèi)實(shí)施RVSM 的航
路包括A1、P901、L642、M771 和N892。其
中L642，M771，N892 航路的RVSM 高度層
為：FL300、FL320、FL340、FL360、FL380
和FL400。A1、P901 航路的RVSM 高度層為：
向東飛行—FL330，F(xiàn)L370 和FL410；向西飛
行—FL310，F(xiàn)L350 和FL390。
RVSM 空域水平范圍與海洋飛行區(qū)域一致：
