approval of the CMIC, these specifications will be
subject to a formal consultation conducted by the
Regulatory Unit.
The Military Team was also involved in the work
relating to short-term conflict alert and the prevention
of runway incursions.
Furthermore, in May 2005 the Military Unit began
the annual process of collection and submission of
the Mode S equipage plans for State aircraft to the
Mode S regulators.
Capacity
With regard to DMEAN, the Military Unit was
involved in the creation of an airspace data repository
and the preparation of a trial with the Central
Flow Management Unit, the Airspace/Flow
Management and Navigation Division and four
national airspace management cells, with the overall
objective to improve both the capacity and flexible
use of airspace through enhanced coordination
at pre-tactical and tactical levels.
The harmonisation of OAT rules is seen as one of
the key contributors to capacity. This harmonisation
activity has progressed well with the completion
of a first set of draft rules, which were well
received by the Military Team.
Likewise, the Military Team agreed to improve the
sharing of flight plan information in peacetime and
the Military Unit is working on a harmonised flight
planning process.
Efficiency
Under the authority of the mandate managers,
the experts from the Military Unit contributed to
the drafting of all implementing rules and to the
successful approval of three of them: flexible
use of airspace (FUA), initial flight plans, and
procedures for coordination and transfer. The
challenge in all these mandates was to reflect
the military authorities’ clear commitment to
implement the Single European Sky even
though, from a legal point of view, the regulations
should not have an impact on military
activity, as the European Community has no
competence in military matters.
The Military Unit also took an active part in the
screening of the bid for SESAR – the Single
European Sky ATM Research programme – by
the Air Traffic Alliance consortium, and in the
review of the statement of work.
At Military Team level, the final project on the
military key performance indicators (KPIs) was
adopted, laying the foundations for data collection
and the production of pan-European military
performance indicators.
The Military Team also approved the Civil-
Military ATM/CNS Interoperability Roadmap
which will serve as reference material for all
EATM Domains and for civil and military stakeholders.
Security
2005 saw the strengthening of the links between
the Security Domain and the Military Unit. An
internal security coordination group EASEG, cochaired
by the Head of the Military Unit, was
created and several fundamental documents
were drafted, such as the security SWOT analysis
and a draft security strategy.
Environment
The Military Unit has been involved in the organisation
of the annual ATM/environment consultation
meeting with a view to improving the
exchange of best practises between civil and
military partners.
The regulatory activities of EUROCONTROL are designed to support
the establishment of the Single European Sky (SES) as well
as the development of a consistent pan-European air traffic management
regulatory framework.
These activities are mainly driven by the developments and
requirements of the SES, through mandates given to EUROCONTROL
by the European Commission. Draft regulatory proposals
are prepared in accordance with the regulatory processes and
guidelines developed by the Regulatory Unit (RU) and the Safety
Regulation Unit (SRU). The successful development of the regulatory
material is the result of close cooperation between the regulatory,
legal and other technical parts of the Agency, including
EATM and the Military Unit.
The development of regulations includes formal consultations
using the mechanisms of the EUROCONTROL Notice of Proposed
Rule-Making Process, prior to the finalisation of proposals.
The Safety Regulation Commission also plays a crucial role
in the field of regulation. It advises the EUROCONTROL
Permanent Commission on all matters
relating to the safety regulation of ATM with a
view to ensuring a harmonised safety ATM
regulatory framework across Europe.
