The resulting improvement in quality of the available
information is helping to strengthen the
confidence in the CFMU systems.
From the CFMU users’ perspective, the access to
CFMU systems via an enhanced graphical interface
with map functionalities was a strong requirement.
This was partly achieved in 2005 thanks to
the first phase deployment of the CFMU humanmachine
interface.

In its quest to constantly improve efficiency and
cost-effectiveness, the CFMU focused on operations
improvements and quality programmes, such
as EFQM assessment and the achievement of
ISO901 certification.
CFMU operations
A number of major steps were taken in 2005 aimed
at improving the quality and reliability of CFMU
operations service delivery.
The Flow Management and Flight Data Operations
Divisions were successfully merged into a single
CFMU Operations Division. This will make synergies
possible between the flight planning, ATFCM,
airspace and airspace management functions. A
functional separation has been established
between service provision and support activities.
Optimisation of resource use and the establishment
of clear accountabilities for service delivery
will lead to improvements in CFMU operations in
the coming years.
Work has commenced on the building of the operations
room extension at Haren. This will enable all
CFMU operational services including the technical
systems first-line support to be located in a common
area. The new operations room and the accompanying
organisational changes will contribute to the
delivery of a more integrated and high-quality service
to CFMU stakeholders. This move will provide
effective crisis management facilities, improved
information displays for operational staff and visitors
as well as cater for the future evolution of the CFMU’s
services.
Excellence and operational efficiency
The CFMU confirmed its commitment to the EUROCONTROL
excellence policy by participating actively
in the 2005 Agency EFQM assessment, which was
concluded successfully in October with the EUROCONTROL
Recognition for Excellence certificate.
As deployment of this policy, the CFMU runs periodical
self-assessments as well as customer satisfaction
surveys – the last one having been followed
up in 2005 by specific action plans for improvement.
In parallel, the CFMU takes into account the
best practices of the industry. In 2005 an important
milestone was reached when ISO 9001:2000 certification
was obtained.
Other quality initiatives include an ongoing ITIL
(IT Infrastructure Library) implementation in the
Engineering Division, and a study of software development
processes, based on the capability maturity
model integration (CMMI®), in the Development
Division.

Flight plan handling
The two IFPS units processed over 15 million
messages during 2005 – an increase of 9% over
2004.
Flight plan consistency among all ATM partners
(aircraft operators, flight plan originators, air
traffic control units and the CFMU integrated
flight plan processing system) is of crucial
importance for a safe and efficient ATM system.
To this end, the CFMU enhanced its efforts to
improve the quality of flight plan submissions. It
regularly monitored and analysed flight plan
submission and subsequently contacted originators
to help them to improve their filing quality.
The automatic acceptance rate of messages
increased from 80.4% to 82.6% during 2005.
This has been the highest percentage increase
achieved over the last five years. The increase
in the automatic acceptance rate led to a
decrease in the number of messages requiring
manual intervention to 10%, despite the
increase in the number of input messages.
2005 OPERATIONS HIGHLIGHTS
ATFCM activities
In 2005 the CFMU handled a number of special
events with potentially a large impact on
European airspace management. These included
the European football finals in Lisbon and
Istanbul and the FIFA Confederations Cup in
Germany. The efficient handling of such events
requires substantial advance planning, the
development and implementation of ATFCM
measures including routing scenarios, and is
dependent on the full coordination of all the
actors involved: area control centres concerned,
aircraft operators and the CFMU.
Strong collaborative decision-making processes
were also used to effectively manage particular
flows such as the south-west European axis, the
