Another important milestone in European ATM
was the delivery of the European Operational
Concept Validation Methodology (E-OCVM).
This project, partly financed by the European
Commission, provides the necessary structure
for validating future operational concepts.
E-OCVM was a joint European project between
several organisations and the EEC played a
leading role in coordinating the development.
It is widely expected that by the year 2020, the
European ATM system will have undergone a paradigm
shift through which the current patchwork of
systems will have been replaced by a collaborative
high-performance system. For the performance
of state-of-the-art research into what future
European air traffic and its dependent infrastructure
will look like, an ever-increasing number of
people are turning to the EUROCONTROL
Experimental Centre (EEC) located in Brétigny-sur-
Orge, south of Paris.
The research which will enable this change is performed
with the five goals identified by the EUROCONTROL
Provisional Council in mind: heightened
safety, increased capacity, reduced delays,
enhanced efficiency and minimised environmental
impact. These goals are prevalent in all EEC
research as they directly contribute to the new
European ATM system.
In line with the Provisional Council objectives, the
EEC has identified two main strategic objectives in
its business plan for 2005 to 2009:
❚ to accelerate the delivery of research results
❚ to strengthen innovative research

Cooperative
network design
An important element of this cooperation is to
share results and reach a consensus on
research directions, which is done at a seminar
held every second year. In order to achieve this
goal, both the FAA and EUROCONTROL organise
the joint USA–Europe ATM R&D Seminar.
This seminar was held for the 6th time in June
2005.
Its role as federator for European ATM innovative
research was confirmed at the EUROCONTROL
Experimental Centre Innovative Research
Workshop. In the four years since its introduction,
this workshop, which attracted 250 participants
in 2005, has become a “must attend”
event for the scientific ATM community to
exchange ideas and provide input on current
and future research.
For the EEC, cooperation with its partners takes
place through formalised groups and/or consortia,
which are formed when and if needed. One
formal group, which advises on the Centre’s
role, strategic orientation and performance, is
the Experimental Centre Consultation Group
(ECCG). The ECCG comprises a wide network
of stakeholders consisting of national, international,
institutional, public and private research
centres. The EUROCONTROL Headquarters in
Brussels plays a prominent role in EEC activities
by defining the ATM research strategy for the
EUROCONTROL Agency.
One consortium launched in November 2005
was the consortium for the Single European Sky
ATM Research Programme (SESAR). This consortium
brings together EUROCONTROL, the
European Commission and all the stakeholders
in the delivery chain. In practice, this means that
research and regulatory bodies have joined
forces with the ATM industry to develop the 2020
ATM system. SESAR, the biggest ATM development
project ever seen in Europe, is geared
towards changing the air transport system to
match future capacity, regulatory and environmental
demands which society places on it.
Much of the work consolidated by the Centre in
the course of 2005 will contribute to SESAR. 47
In the course of 2005, the EEC reinforced its position
as a major contributor to European ATM
research through even closer stakeholder cooperation
and the development of strategic partnerships.
This has led to an EEC which is now widely
considered by its stakeholders and partners, and
the international ATM research community, as the
instigator, incubator, enabler and coordinator of
European ATM research. The EEC is now also
seen as the link between Europe and the United
States to build the necessary validation infrastructure.
One form of cooperation between Europe and the
United States is the Memorandum of Cooperation
(MoC) between the US Federal Aviation
Administration (FAA) and the EUROCONTROL
Agency. This MoC was recently enlarged to look
not only into R&D but also at preparations for
implementation and at the harmonisation of
