With the future air transport system as starting
point, the Innovative Research Area is studying the
airports of the future, taking into account the transport
systems around airports and how traffic disturbances
at airports affect them. The concept of
separating the airside and groundside of future airports
is currently under investigation, taking into
consideration the potential of multi-modal air-rail
transportation.
Analytical modelling of ATM methods and operations
in order to obtain a better understanding of
the stochastic nature of ATM operations, from
ATFM planning to ATC tactical actions, remains a
major activity within the Innovative Research Area.
Work carried out in 2005 revealed promising solutions
to close the gap between the predictive components
of ATFM and the adaptive components of
ATC actions.
Another goal of the EEC Innovative Research Area
and of long-term research is to transfer the results
to future implementation in the industry. In this context,
it is worth mentioning that in 2005, the
research on aircraft identification tags using digital
watermarking technology was handed over to the
EUROCONTROL ATM Programme Directorate to
investigate its possible implementation.
LONG-TERM INVESTIGATION AND
INNOVATIVE RESEARCH
One major responsibility of the Innovative
Research Area is to federate and structure innovations
in all ATM-related fields through
exploratory studies and by means of a lateralthinking
approach to R&D issues.
The EEC Innovative Research Area (INO) works
closely with universities and R&D centres, providing
front-line research with the aim of bringing scientific
knowledge to ATM R&D. As a means of
enhancing this collaboration, Innovative Research
has launched the Joint Research Labs initiative,
and pursued the Collaborative Action for Research
in EUROCONTROL (CARE) – innovative research
action through a partnership, accompanied by an
expertise and financial funding scheme, in which
innovative ideas (either technology-based or operational-
based) to improve air traffic management
are incubated.
To prepare for the future, innovative research is
increasingly looking at the whole air transport
system rather than at air traffic management in
isolation. In particular, it is examining new operational
concepts with the aim of increasing transport
system capacity while not compromising on
safety and security. The project Paradigm SHIFT
started in 2004, investigating a new control paradigm
and its associated transitions, and
obtained enough promising results to be handed
over to C-ATM and SESAR. The US Next-

ENVIRONMENTAL STUDIES
The three research topics Society, Environment
and Economics (SEE) are grouped together in
one Research Area. SEE has the objective of providing
the air transport industry, policy makers
and international bodies with an increasing
understanding of the societal context in which
they exist. SEE addresses the links between air
transport, ATM, society, the environment, regulations
and the economy. SEE also fosters change
within the ATM community by enhancing its
understanding of the public’s expectations
regarding air traffic.
The SEE workshop held in 2005 was the climax of
studies spanning several fields of society and economics
research. It embodied the increasing
acknowledgement, inside and outside EUROCONTROL,
of the usefulness of SEE studies for the
future transport system.
Two presentations made at the SEE workshop
deserve special mention:
❚ Air traffic safety as seen by the press
Perception of air safety in Europe, as displayed in
the press, was presented. The results showed that
the ATM community needs to communicate more
and reinforce its image in society.
❚ Attitudes to Aircraft Annoyance Around Airports
(5A)
The 5A project aimed to achieve a better understanding
of the various factors, other than noise and
air quality, which influence people’s attitudes to aircraft
annoyance. The study clearly showed that
