the concepts, principles and practice of a safety
survey in the context of the EATM safety policy and
the overall safety assurance process within the
safety management system. Stage 1 is an initial
five-day training course on "How to conduct a safety
survey". Stage 2 is a practical survey and stage 3
is a three-day follow-up course: "Present the
process and evidence of your survey".
❚ A course on the introduction to safety regulation
e-learning is also available on-line. The objective of
this course is to describe the international context in
which national safety regulation is conducted. It
also covers the competency of various organisations
producing standards and recommendations in
the field of ATM. The course addresses the most
significant international regulatory material of relevance
to ATM safety.
❚ The development of the "Detailed ESARR 4 training
and system safety assessment” was launched. The
first delivery of this course is envisaged early 2006.
❚ A new course on airport resource management was
also developed. The successful introduction of local
runway safety teams is fundamental to ensure the
prevention of runway incursions. The course raises
awareness of the operational hazards involved in
working on or around a runway and directly contributes
to increasing safety levels at airports. 43
SAFETY
Providing training in safety is one of the key strategic
directions for the EUROCONTROL Institute of
Air Navigation Services. In 2005 the Institute further
expanded its safety-training-related portfolio,
introducing new courses on safety regulation
(ESARR training) and management. It delivered
50 safety-related courses involving over 850
participants.
This represents about one quarter of the total ATM
course participants. These courses are aimed
both at the air navigation service providers and the
safety regulation organisations. The Institute will
continue to expand its safety training portfolio over
the next three years.

CAPACITY
The ATM training courses delivered by the Institute
all support EATM activities. Some of these, notably
the course in the airport domain, are aimed at providing
additional capacity. The training course on
airport airside capacity enhancement, further
improved in 2005, has a direct impact on the
capacity initiatives taken at Agency level. In 2005
the Institute also introduced a course on airport
collaborative decision-making.
EFFICIENCY
In 2005, the Institute continued to support
EUROCONTROL’s wide-ranging activities, including
EATM training related to the Strategic Safety
Action Plan (SSAP), support to ESARR 5 and flow
management training. Roughly 85% of the ATM
training courses directly supported EATM activities.
Partnerships and collaboration are key to the
Institute’s business model. In this connection, the
Institute published a partnership policy to describe
how it develops and delivers training in close cooperation
with its partners. Working together with partners
has significantly increased the Institute’s efficiency.
Partnerships avoid duplication of effort and
enable the Institute to widen its portfolio at minimal
cost. Highlights in this respect were the establishment
of partnerships to deliver OJTI training and
the Memorandum of Understanding concluded
with IATA. In 2005, more than 300 students were
trained by the Institute’s partners.
In October 2005, the Institute issued a new EATM
deliverable in the training domain: the “Guidelines
for the development of unit training plans”. The aim
of these guidelines is to assist those who are
responsible for the development and establishment
of a Unit Training Plan (UTP) for their operational
units.
The common core content guidelines for air traffic
safety personnel in the field of electronics have
been used as a reference by several Member
States in the application of ESARR5 and the
European Union (EU) common requirements for
the provision of air navigation services. The Beta
version of the English language proficiency in aviation
English test was successfully tested by some
stakeholders and the final version is expected by
mid-2007.
The Institute continued to provide basic and rating
training to the ab-initio controllers at the Maastricht
Upper Area Control Centre (UAC). In line with
ESARR 5 and the EU directive on a community air
traffic controller licence, the Institute submitted the
