Unit (ASRO) for approval. Approval of the courses
by the regulator is envisaged for 2006.
The development of additional courses in the safety
domain has had no negative impact on other
training domains or activities.

The Institute also increased its efficiency through the
active management of training capacity. It maximised
the alignment of its staff to the core business of training.
Staffing levels in supporting units were reduced
and staff were reallocated to core business. The
selection of the right delivery methods (courses for
large audiences, e-learning and partnerships)
helped to reduce the gap between training demand
and training capacity.
To maximise the quality and efficiency of the training
provided to the Maastricht UAC, the Institute and the
UAC signed a service level agreement. The agreement
ensures efficiency and financial transparency.
The success of the training process is measured by
a common set of key performance indicators.
To support the basic Common Core Content (CCC)
compliant ATC course, the Institute developed within
the frame of the EATM human factors domain, tools
and methodologies that enhance the efficiency of
ATC training. These tools are in the process of being
made available to Member States so that they can
reap the benefits of these developments. The Part
Task Trainer (PTT) V2, available to Member States
free of charge, runs in a dedicated PC classroom
ensuring that the required practical element of the
basic ATC course achieves the full CCC objectives.
The Area Control Surveillance (ACS) rating course
relies on the remote-pilot concept to utilise efficiently
and dynamically pseudo pilot services from other
locations.
The Institute also assisted Member States with the
implementation of e-learning. It provided a common
Learning Management Server (LMS) which hosts a
wealth of aviation-related modules. The number of
active students exceeded 8,000 and the number
of e-learning modules available on the server was
more than 150. In 2005 the Institute further contributed
to the creation of a web-based training
programme in the context of the 8.33 kHz programme.
This module, hosted on the LMS and
freely accessible on the internet, was completed
by 1,000 visitors within 50 days.
SECURITY AND ENVIRONMENT
New domains such as environment and security
are now generating training requirements.
An environment web-based training package has
been developed. The overall aim of this training
package is to raise awareness on environment
issues. A general one-hour environment classroom
module is being designed to fit into all general ATM
courses. Specific environmental officer training to
assist the air navigation service providers’ environmental
management is seen as the next step.
Discussions have started with the Agency security
experts to identify and confirm the security training
needs.

For the EUROCONTROL Experimental Centre,
2005 was a transitional year with several parallel
achievements. Firstly, research continued as identified
in its business plan. Secondly, the EEC
aligned its work programme to the Single
European Sky ATM Research (SESAR). Since
SESAR is expected to ensure the transition from
research to implementation, this alignment will
result in an accelerated delivery of research
results. Thirdly, previously “scattered” research
was consolidated through the Cooperative Air
Traffic Management (C-ATM) project.
The consolidation and integration of operational
concepts achieved by C-ATM means that
there is now a coherent system view towards
building the European ATM system for 2020.
C-ATM confirms the fact that the ATM community
has accepted the EUROCONTROL Agency
view on the future ATM system. C-ATM was
developed in a consortium in which the EEC
played a key role. It was co-funded by the
European Commission and it brought the
European ATM stakeholders around the table in
