Cooperative network design is one of the core activities carried
out by the EUROCONTROL Agency in its effort to bring together
all stakeholders in the development of a seamless pan-European
air traffic management system.
This area covers a wide range of activities geared towards
improvements across the entire ATM network. It covers all
aspects of ATM: the development of strategies, concepts and
roadmaps for enhancing the performance of European ATM, management
of a portfolio of implementation programmes, and provision
of support to States and air navigation service providers in
the delivery and monitoring of their implementation.
These activities are all essential for the achievement of the
Provisional Council’s objectives, with particular reference to safety,
capacity and cost-effectiveness, as well as security and the
environment.
Areas which come under the cooperative network design heading
include the European Air Traffic Management
Programme (EATM), the EUROCONTROL Experimental
Centre (EEC) and the EUROCONTROL
Institute of Air Navigation Services (IANS).

synchronise and integrate plans from research to
operations and coordinate airborne and ground
deployments.
Major programmes and projects already underway,
such as DMEAN, CASCADE and Link 2000+,
to name a few, will provide the short to mediumterm
baseline for SESAR. In view of this important
programme, the Agency has extended its stakeholder
consultation process to ensure the involvement
of all relevant sectors across the entire
European aviation community. The Agency is also
paying close attention to the arrangements foreseen
for the SESAR development phase to ensure
that its corresponding activities are effectively
realigned in support of SESAR.
Enhancing and optimising capacity requires the
management and careful assessment of safety
risks. The newly launched European ATM Safety
Plan will, among other things, maintain the focus
on safety enhancements in areas where the greatest
benefits will be gained.
The scope of the work of the EATM Service
Business Unit (SBU), in its role of managing agent
for ATM in Europe, extends to the air traffic service
authorities of the ECAC States, while supporting air
traffic service providers and regulators, the
European Commission, the military and industry
and delivering common strategies, programmes
and services. It also includes work to enhance the
performance of airside operations at airports.

Past forecasts of traffic growth have materialised
and the number of flights is predicted to rise by
around 3.7% in Europe in 2006 and to reach 16
million movements a year by 2020. Between 1999
and 2005, available air traffic capacity in Europe
grew by 44%, while the number of flights handled
by air traffic controllers rose by 14%.
In 2005, delays caused by air traffic control in
Europe were maintained at low levels, with an
average of 1.9 minutes per flight. However, the air
traffic control system will need to change substantially
if it is to cope safely and efficiently with the
predicted levels of traffic growth.
One of the major challenges for ensuring that
delays remain low in the future involves ensuring
that airports as well as the route network will have
the capacity required to deal with the increased
number of flights. To meet these challenges,
EUROCONTROL, together with the European
Commission and representatives from a wide
cross-section of European industry, launched a
major project for the development of a European
air traffic management master plan, as the definition
phase of the new, major programme to realise
the operational and technical objectives of the
Single European Sky.
Known as SESAR – Single European Sky ATM
Research – this programme addresses ATM until
2020, and is based on joint contributions from the
European Commission, the entire air transport
