The average en-route delay per flight of 1.3 minutes
for summer 2005 was below the target of 1.4 minutes
derived from the Provisional Council objective.
The proportion of delays attributable to airport
operations has increased in comparison to summer
2004, accounting for 37.1% of all ATFM delays.
Delay trend
Overall, 2005 showed a levelling-off of the reduction
in delays achieved since 2001, which should
be put in perspective against the rough figure of
4% for traffic growth achieved for 2004 and 2005.
The proportion of total delay due to airport delays
has risen steadily over the last three years, reaching
49.3% in 2005. Weather and limited aerodrome
capacity are the main causes of such delays.
The proportion of en-route delay due to air traffic
control capacity has fallen steadily over the last
three years, reaching 37.8% in 2005. Weather was
a significant cause of en-route delay in 2005
accounting for 10.9%.
Capacity increase
Given the rule that, at constant capacity, a 1%
increase in traffic corresponds to a 5% increase in
delay, it is estimated that the measures taken to
enhance and better manage capacity led to an
effective increase of the European network ATFM
capacity of 2.2% for the summer period and 2.6%
for the year as a whole in 2005.

In parallel, 2005 saw an increase in the users’
operational transactions with CFMU applications
of 23% year on year, while the average rate of
queries per flight remained over 6%.
DMEAN
To prepare for the future, the CFMU is also involved
in the EUROCONTROL DMEAN Framework
Programme, which aims to develop the next generation
of the ATFCM operational model while monitoring
consistency with other EATM improvements.
The framework programme for the Dynamic
Management of the European Airspace Network
(DMEAN) consists of the coordination and gradual
introduction of a number of operational
enhancements to European ATM structures and
processes that are achievable within a five-year
timeframe. These enhancements should lead to a
flexible and dynamic ATM environment which can
be optimised with a view to meeting more effectively
civil and military airspace users’ requirements
on the day of operations.
Key to the implementation of this programme is the
evolution of ATFCM as described in the relevant
strategy. The CFMU will play the role of a facilitator
within the ATM process and be a central repository
for relevant flight and airspace data.
In 2005, the CFMU incorporated the DMEANrelated
activities into its work programme, translated
these into tangible actions and planned the
required resources based on the priorities agreed
with stakeholders.
EFFICIENCY IMPROVEMENTS
In line with its strategy, the CFMU is to evolve
from a system predominantly based on a slot
allocation mechanism towards the optimisation
of traffic patterns and the management of
capacity. This evolution will ensure seamless
flow and capacity management operations via
the strategic, pre-tactical and tactical ATFCM
phases, which are continuously iterative and
interactive.
This is made possible thanks to continuous
improvement initiatives such as the reinforcement
of the collaborative decision-making
process in ATFM daily activities and the development
of services aimed at providing a common
awareness of the ATFM situation among all
partners.
Common ATFCM awareness
The second phase of the implementation of the
Enhanced Tactical Flow Management System
(ETFMS) was completed in 2005 with a coverage
of 87% of the flights handled by the CFMU.
