(1) Make sure that the pressure to the elevator hydraulic systems A and B is removed, do this task:

(2) Install the idler hinge [18] (bays 2, 3, and 4):
NOTE: If you are installing new balance panel assemblies or seals, follow the instructions in
Figure 402 to apply anti-corrosion compound to the new parts. If you use the same
parts that you removed, you do not need to apply the compound.
(a) Install the bolts [3] and washers [4] that attach the hinge half [2] to the balance panel
support [1].
(b) Loosely install the bolts [7] and washers [8] to attach the flat seal [5] to the idler hinge [18].
(c) Make sure that the clearance between the flat seal [5] and the stabilizer trailing edge rib is
0.01 +0.06/-0.00 inch (0.25 +1.52/-0.00 millimeters).
(d) Tighten the bolts [7].

(3) Install the balance panel [10]:
(a) Put and hold the balance panel [10] in its position.
(b) Loosely install the bolts [12] and washers [11] to attach the balance panel [10] and the
elevator hinge seal [9] to the elevator [6].
1) Carefully install the elevator hinge seal [9] between the elevator [6] and balance panel
[10].
2) Check to make sure that the gap between the balance panel [10] and the hinge half for
the elevator hinge seal [9] does not allow either of the following conditions:
a) pinching of the seal material
b) movement of the seal inboard or outboard
NOTE: The nominal design dimension for the gap between the balance panel [10] and
the hinge half for the elevator hinge seal [9] that meets this condition is
0.05 ±0.02 in. (1.3 ±0.5 mm).
(c) Tighten the bolts [12].
(d) Make sure that the idler hinge [18] is turned down from the balance panel support [1].
(e) Loosely install the bolts [13] and washers [14] to attach the balance panel [10] to the idler
hinge [18] and idler hinge seal [19].
(f) Manually move the elevator through the full range of travel.
1) Make sure the idler hinge seal [19] stays loose for all elevator positions.
(g) Tighten the bolts [13].
(h) Loosely install the bolts [15] and washers [16] to attach the bulb seals [17] to the balance
panel [10].
CAUTION: MAKE SURE THAT YOU ADJUST THE BULB SEALS CORRECTLY. IF THE BULB
SEALS ARE NOT ADJUSTED CORRECTLY, DAMAGE TO THE TRAILING EDGE
RIBS CAN OCCUR.
(i) Check to make sure that the clearance between the bulb seal [17] or bulb seal [22] and
stabilizer rib is 0.02 +/- 0.01 inch (0.51 +/- 0.25 millimeter).
(j) Check to make sure that the clearance between the bulb seal [17] or bulb seal [22] and the
aft end of the flat seal is 0.20 inch (5.1 millimeters).
1) If it is necessary, loosen the bolts [7] and adjust the flap seal [5] or flap seal [20] to get
the necessary clearance.

(k) Tighten the bolts [15].
