focal point for infrastructural and service
improvement projects.
Within the short to medium term, investment
efforts will likely be intricately tied to
construction risk. Frequent changes at the
political and regulatory level are still evident,
demonstrated through evolving legal
procedures. Infrastructural projects are noted
for long pay-back periods which complicate
planning and investment risks. Despite this,
private interest in Russia remains vibrant
and enthusiastic, stating clearly the riskreward
tradeoff.

The civil aviation market in Russia is
emerging and is slated to grow at about
7% - 8% per annum through 2010 - 2015
from a total base of 35 million passengers.
From a historical and economic perspective
there is an immense upside in the passenger
traffic growth to be captured, of which
Moscow and St Petersburg will account for
significant majority as traditional hubs of
finance and commerce. At the same time,
developments on the industrial, hospitality
and logistics industry have begun to increase
focus in regional cities, which will translate
to increased regional air travel.
There are two distinct levels of airport
investment opportunities; within the 1st tier
airports concentrated in Moscow-St
Petersburg, and in minor airports that offer
growth upside as the country develops its
primary and service sectors, both of which
are gaining attention from European and
Russian enterprises. For instance, Russia’s

at Changi as LAGs restrictions
kick in
During the initial phase of implementation,
passengers were greeted with customer
service teams of ADAC and a group of
student ambassadors who ensured that
passengers understood and complied with
the new measures. Information panels were
set up in various locations, such as the
departure check-In hall and screening points,
to inform and remind passengers of the
new restrictions.
From the experience of implementing LAGs
restrictions at Changi Airport, Changi staff
deployed at the Abu Dhabi International
Airport (ADIA) played a part in implementing
LAGs controls which went into force from
June 2007. The Airport Operations
Department described the implementation
as generally smooth.
Ahead of implementation, Abu Dhabi Airports
Company (ADAC), with the help of the
Changi team, launched an intensive
orientation campaign that involved travel
agents, carriers, and the public. Brochures
were disseminated and commercials were
run in different languages to tune in
passengers to the new measures.
During the initial implementation period, Civil
Aviation Authority (CAAS) staff was on the
ground to offer assistance and hand out 1-
litre plastics bags to passengers. CAAS
printed 1.5 million brochures explaining the
new rules to passengers and set up about
150 information panels throughout Changi
Airport public and restricted areas. Notices
too, were put up at each of the 300 checkin
counters.
Singapore’s Changi Airport has had a
smooth sailing five months, as restrictions
on the amount of liquids, aerosols and gels
(LAGs) that passengers can carry on board
as part of their hand-carry luggage created
minimal disruptions. The measures were
implemented in May 2007. Singapore was
the first country in Southeast Asia to
implement the restrictions.

for 20 consecutive years, in a latest
poll conducted among business
travellers in the UK and Europe.
Changi Airport has held this title since
1988, making it the longest reigning
champion in the history of this
survey. The annual reader’s poll was
conducted by Business Traveller
(United Kingdom/Europe) magazine.
Earlier last month, at the 2007
Business Traveller Asia-Pacific
Awards ceremony, Changi clinched
the 'Best Airport in the World' award
for 16 years in a row, and another
'Best Airport Duty Free in the World'
title, which it has held for the past
