Implementing safety management systems
EUROCONTROL supports the implementation of
safety management systems (SMS) as a fundamental
building block of a robust and safe European ATM
network.
During 2007, the Agency continued to roll out its own
SMS in accordance with the Agency Safety Management
Handbook. As a result, systems are already in place
for the Agency’s European Air traffic Management
Programme (EATM), the EUROCONTROL Experimental
Centre (EEC) and the Central Flow Management Unit
(CFMU).
To assist States in implementing their SMS,
EUROCONTROL’s SASI project has so far supported
more than 20 ECAC States through a programmed
series of training and working sessions and on-site
visits. A further 216 personnel were trained during
2007, bringing the total to over 750 since the project
began in 2004.
Incident reporting and data sharing
A step nearer to a just culture
Establishing a just culture, where people are encouraged
to report incidents in which operational safety has
been degraded is an ESP high-priority. It is crucial that
such an environment be embedded in European aviation
organisations, and the Agency and the Safety Regulatory
Commission (SRC) are working hard to reduce and, if
possible, eliminate the fear of judicial sanctions against
an incident reporter as long as he or she has not been
negligent, undertaken wilful violations or carried out
destructive acts.
As part of its objective to raise awareness of the need
for a just culture, EUROCONTROL, together with
SMATSA (Serbia and Montenegro Air Traffic Services
Agency), facilitated a Just Culture Workshop in
Belgrade. Legal and judicial issues were debated by
over 120 legal and aviation experts, who discussed
the concept and laid down a possible way forward.
Attention will turn to ‘just culture’ media-related
aspects in 2008.

ESP monitoring indicates that implementation of the
recommendations proceeded well during the first 18
months of the programme. Some States and ANSPs
have already achieved many of the recommendations.
Where necessary, EUROCONTROL is providing additional,
targeted support and guidance to enable those
States which are lagging behind to catch up with their
implementation actions.
In recognition of its contribution to strengthening ATM
safety regulation and safety management standards in
Europe, EUROCONTROL’s European Safety Programme
won in 2007 the prestigious Jane’s “Contribution to
European ATM Award”.

ATM safety reporting standards improved
The work to foster more thorough incident reporting and
data sharing amongst European States and air navigation
service providers was further boosted with the expansion
of the voluntary exchange of safety data scheme,
set up by EUROCONTROL with 49 airlines and their
associations. So far, in excess of 1,800 air safety reports
have been received, and nearly 200 interventions have
been made via a feedback mechanism which permits air
navigation service providers to respond to the airlines’
reports. In some cases, feedback was received within
two to three days of an incident, allowing corrective
measures to be taken very quickly afterwards.
Single ATM safety repository
The single ATM safety repository gathers various different
types of data and stores it in one place. It contains
data relating to a range of safety occurrences, including
ACAS, RVSM, runway safety and prolonged loss
of radio contact. In due course, all of this data will be
made available to a wide variety of stakeholders to assist
them with tasks such as the identification of causes and
trend analysis, as well as helping with lessons learned.
EUROCONTROL will also undertake some of these
activities and will promulgate safety recommendations
and notices at European level. Indeed, the Agency has
used the repository within its ‘safety alerts’ mechanism,
and has already sent out several ‘warning’, ‘reminder’
and ‘request for support’ messages using information
gathered during 2007.
