assessment concepts, within the context of
EUROCONTROL safety assessment methodology,
ESARR 4 and ESARR 6 are covered.
n Systemic Occurrence Analysis Methodology
provides a proven method for the effective
analysis of occurrences and enables the key
elements of the investigation to be presented
in an easily understandable way. It also explains
how investigating occurrences contributes
to improving ATM safety in terms of future
prevention, knowledge sharing and lessons
learned.

Safety regulations and SESAR
During the year, the Safety Regulation Unit continued to
assist the Safety Regulation Commission (SRC) in the extensive
contribution to SESAR safety regulatory aspects
through the work package deliverables on “safety regulation”.
In particular, this covered establishing the need for,
and provided a description of, a SESAR Safety Regulation
Coordination Function (SSR-CF). This arrangement is
aimed at providing a single safety regulatory focal point
for the SESAR Joint Undertaking (JU) by combining the
resources and expertise of the national supervisory authorities
(NSAs), the European Aviation Safety Agency
(EASA) and the SRC in a transitional and pragmatic way
while awaiting further changes in the safety regulatory
framework.
Institutional developments and strategies have continued
to evolve at European level, providing a changing political
landscape to which the SRC must respond. Principal
features of these developments include preparation for
the anticipated extension of EASA’s remit into ATM, ANS
and airports.
Transposition of the six ESARRs into European Community
law, as part of the Single European Sky programme, is
now coming to fruition. Transposition of ESARRs 1 to 5
is now complete. The technical transposition of ESARR
6 is complete and it is anticipated that the European
Commission will publish a specific regulation on software
in ATM systems in mid-2008.

Another year of improved safety at
EUROCONTROL’s Upper Area Control Centre
For the fourth consecutive year, no serious incident
(Category A) was recorded at Maastricht. Furthermore,
the number of Category B incidents (major incidents) decreased,
from 8 in 2006 to 3 in 2007.
The number of flights controlled by Maastricht UAC
exceeded 1.5 million in 2007, 5.1 % up on 2006. Despite
this impressive traffic growth, the number of risk-bearing
incidents used as a safety key performance indicator (KPI)
remained stable. The significant improvement in safety
key performance indicators over the previous year is
mainly due to the implementation of an enhanced STCA
system and to improvements in the way recommendations
resulting from incident investigations are adopted.
The concept of a “just culture” was further developed,
with amongst other things the expansion of the voluntary
and confidential reporting of safety issues (INREP)
programme.

Safety locked into
the pan-European network
Increased air traffic levels can be safely absorbed
only through careful air traffic flow management.
However, exceptional strain can be put on the
whole network during special events, especially
where these involve the transfer of hundreds of
thousands of people in a short space of time.
UEFA Champions League finals
In the Summer of 2007, the Central Flow
Management Unit (CFMU) played a pivotal role
in ensuring that the thousands of fans who descended
on Athens for the UEFA Champions
League final could be flown in and out of the city
as efficiently as possible. Special procedures
were agreed with the organisations involved,
including the airport users/handling agencies
(HCAA), Athens International Airport, IATA, the
airport slot coordination group and the CFMU
to ease the flow of traffic. Teleconferences with
neighbouring area control centres (ACCs) helped
