with the planning of a number of routeing scenarios
for east- and westbound traffic. Total air
traffic flow management (ATFM) delays attributed
to the event were less than 4,000 minutes
– an impressive statistic considering that a record
number of movements (923) were recorded
for the international airport on the day after the
final.
SAFA blacklist modifications
Almost two years after the Safety Assessment
of Foreign Aircraft (SAFA) programme went live,
the CFMU continued to play an alerting role.
Modifications to the SAFA system were required
in order to adapt it to the EC regulation, establishing
a ‘blacklist’ of airlines which are banned from
operating within the ECAC boundaries owing to
safety concerns. In addition, 2007 saw the introduction
of a new kind of warning message to highlight
aircraft and/or airlines subject to specific procedures
such as targeted inspections.
Operational incident investigation
In 2007, the CFMU started to implement ESARR 2
(Reporting and Assessment of Safety Occurrences in
ATM) in operational incident investigation. As a result,
there will be regular safety reports produced with analysis
of the main causes of incidents and the actions taken. A
new web interface was introduced for authorised users
to report on operational incidents via the web.
Centralised SSR Code Assignment and
Management System (CCAMS)
The aviation community has entrusted EUROCONTROL
with the implementation and operation
of the centralised SSR code assignment and management
system (CCAMS) aimed at improving the
European ATM network. With 15 States already committed
to participate, the implementation of ‘Phase
1’ is well under way, and during the year the CFMU
delivered a user requirement document, the software
development was started and the transition of phase 1
was approved by the Operations Coordination Group
(OCG). The CCAMS Central Server should be ready
for operational evaluation in October 2008 and is
scheduled to go live with the first group of States in
the second half of 2009.
EAD contribution to safety and quality
The European Aeronautical Information Service
Database (EAD) is an important part of the aeronautical
information distribution chain, and as such the
impact on safety is considered as an inherent part of
its development.
With the roll-out of EAD Release 4 in 2007, a system
safety assessment report was produced and the EAD
safety concept was successfully developed based on
the EUROCONTROL safety ATM regulatory requirements,
ESARRs.
During 2007, the first sets of quality reviews on client
data were conducted, with many of the data providers
taking part in the process, leading to the completion
of corrective action on their own systems and
operations.

Future ATM safety
New Safety Domain Roadmap
The Agency has developed a Safety Domain Roadmap
to address the need for an overall systematic and
structured approach to safety management within
EUROCONTROL. The roadmap aims to ensure a
smooth transition from the ESP to the next phase and
includes initiatives from ICAO, EASA and SESAR.
EUROCONTROL will provide a framework for the
continuous improvement of safety management capability
and safety culture. It will also provide a platform, with a pan-
European network perspective, for integrating the
management of safety risk and safety performance
at ATM system level. At the same time, efforts will be
made to ensure that the Roadmap provides a comprehensive
view of aviation safety by combining European
and worldwide safety initiatives, which will also prevent
duplication of effort.
The EUROCONTROL Safety Domain Roadmap includes:
n projects undertaken in the safety domain, which
anticipate continued ESP activities and/or respond to
new requirements identified in the SESAR definition
phase;
n projects undertaken at the EUROCONTROL
Experimental Centre in support of safety management
activities;
n safety domain contributions to SESAR definition
phase work packages.
ATM safety in the SES/SESAR
Safety in the Single European Sky is set to increase by a
factor of 10 and the Agency worked to achieve this via
its participation in the SES ATM Research programme
SESAR.
Special focus was given to validation as the Agency has
realigned its activities to correspond to the needs of
SESAR. In this respect, the EUROCONTROL Experimental
Centre has been instrumental. The delivery of the
