Message from the President
of the Provisional Council
During 2007, EUROCONTROL continued to adapt to
the requirements of a changing air traffic management
(ATM) environment and realigned itself according to the
‘Roadmap towards the future European ATM’,
published in November 2006. Consequently, the
Agency has begun the process of streamlining its
activities to focus on four main functions or pillars:
network planning and design, pan-European functions,
support for regulatory activities and the provision of
regional ATC services.
The roadmap has also paved the way for a restructuring
of the Agency’s governance and consultation
process. This resulted in the creation, in 2007, of
an Air Navigation Services Board, the Provisional
Council Coordinating Committee, the transformation
of the Agency’s European Advisory Group into the
Operations Coordination Group and the establishment
of the Stakeholders Consultation Group. The Agency
and its stakeholders are now in a much better position
to discuss and debate all aspects of the business life
cycle, from long-term planning and strategic focus to
coordination of operations, although further alignment
of these structures will be needed to meet the
challenges ahead.
Another aspect affecting EUROCONTROL’s future
is the relationship between itself, the European
Commission (EC) and the European Aviation Safety
Agency (EASA). As we progress into the future ATM
network, it will become more and more necessary for
EUROCONTROL to work even more closely with these
two institutions, and considerable thought has therefore
already been given to how to combine the respective
capabilities of the different parties within a single
ATM safety regulatory framework. Recommendations
have been proposed in the High-Level Group Report
on the European Aviation Regulatory Framework, to
which the Agency contributed, and an assessment of
the impact of the implementation of the recommendations
is ongoing.

The Single European Sky and SESAR
Not surprisingly, 2007 was an extremely busy year
in terms of the Single European Sky and the SESAR
programmes. EUROCONTROL delivered final reports
on eight of the SES activities entrusted to it, and three
EUROCONTROL specifications were produced. In
February 2007, the Members States gave their
approval for the Agency to become a founding
member of the SESAR Joint Undertaking (S-JU), setting
in place the conditions for a €700 million contribution
from EUROCONTROL and ensuring that members who
are not part of the European Union would also be able
to participate in the programme.
In September, the Agency accepted the third SESAR
milestone deliverable on the ATM target concept. The
fourth milestone deliverable on the ATM deployment
sequence was accepted three months later in December.
In addition, discussions were held between the European
Commission and the SESAR Joint Undertaking to
address EUROCONTROL’s role within the S-JU. A major
contributing role within the SESAR programme will be
played by the Global Navigation Satellite System (GNSS)
and it is therefore paramount that operational benefits
and cost-efficiencies are realised through coordination
between the EC and the European Space Agency.
