material on short-term conflict alert (STCA) were released
during 2007 and similar work for other ground-based
safety nets – minimum safe altitude warning (MSAW),
area proximity warning (APW) and approach path monitor
(APM) – was also initiated. The Agency also decided
to launch a three-year study to establish an overall coordinated
concept for future airborne and ground-based
safety nets.
A workshop was also held during the year at the
Skyguide Centre in Switzerland to discuss STCA and
the airborne collision avoidance system (ACAS), resulting
in a number of recommendations. In addition, the
performance and safety aspects of the STCA project,
which will support controllers by generating in a timely
manner an alert of a potential or actual infrigement of
separation minima, were also launched in 2007 and are
expected to be completed by mid-2010.
Safety management enhancements
given the “ALLCLEAR?”
In 2007, the “ALLCLEAR?” toolkit was launched in support
of the Air-Ground Communication Action Plan. The
toolkit is an interactive learning aid aimed at pilots and
air traffic controllers. It contains videos, downloads, links
to online training packages and a pool of resources for
airline and ANSP training staff.

Over the course of the year, a number of studies were
completed, addressing the direct safety impact of
airspace infringements on day-to-day operations. These
covered the development of a causal factor model, a
survey of general aviation pilots and a review of the
provision of the flight information service. A set of
draft recommendations was produced which will be
considered during the final development phase of
the European Action Plan for the Reduction of Risks
Associated with Airspace Infringements, due to be
launched during 2008.
Civil and military cooperation
Specifications published for flying military UAVs
In December 2007, EUROCONTROL published its ATM
specifications for military unmanned aerial vehicles (UAVs)
as operational air traffic outside segregated airspace.
Before routine flights can take place outside segregated
airspace, flying aids such as sense-and-avoid equipment
need to be developed and additional work is needed in
the fields of airworthiness, security and operator training.

network. This is not just in the medium term, through
more effective application of existing technology, but
also in the long term, through the development of new
concepts which will lead to radical and comprehensive
changes in the network itself.
Project launched for separation
assurance performance
Among other developments during 2007, EUROCONTROL’s
Experimental Centre (EEC) began a project
to identify effective and robust measures for separation
assurance performance. The project is in line with work
on system safety defences and is intended to provide
the capability to evaluate the effectiveness of new safety
barriers, especially those that support the task of tactical
control. It is expected that the project will also help evaluate
whether future systems could compromise successful
separation assurance.
Learning from the past to
protect the future – SAFLEARN
Project Safety Learning for R&D (SAFLEARN) was
launched in June 2003 and aims at creating a bridge
between real operations and R&D at the EEC. Lessons
learned from safety occurrences are fed into the EEC’s
R&D projects so that future ‘operational concepts’ do
not repeat today’s mistakes. Since 2003, SAFLEARN
has collected incident data, and its approach has been
applied to ten operational concepts to improve their
safety.
During the first half of the year, staff at the EEC prepared
SAFLEARN data for use in the integrated risk picture (IRP)
project. The IRP will assess the safety of the total ATM
system and identify vulnerabilities. A separate SAFLEARN
analysis was also completed in which incidents were
allocated to the different types of accidents covered by
the IRP. The analysis was also used to provide information
for the IRP safety barrier model, and also to provide
