Nuisances Caused by Air Transport Expert Group (ANCAT)
of the European Civil Aviation Conference (ECAC). In the
medium term, the Agency is concentrating on helping the
Single European Sky ATM Research (SESAR) programme
achieve the 10% reduction in emissions called for by the
European Commission, as well as the longer-term targets
of the ACARE vision 2020 (a reduction in perceived noise
to one half of current average levels and a 50% cut in CO2
emissions per passenger km and an 80% cut in nitrogen
oxide emissions).
A number of the Agency activities support the introduction
of greener operations to reduce aviation’s carbon
footprint, and these are summarised below.
Provisional Council adopts
new environmental targets
In May 2007, acting on a recommendation from the
Performance Review Commission (PRC), the Provisional
Council adopted a target to “reduce the European average
route extension per flight by 2 kilometres per annum”.
This target, when achieved, will bring major benefits for
airspace users through reduced fuel burn, and for the environment
through reduced emissions. Cumulative emissions
savings from 2007 to 2010 should be in excess of
two million tonnes of CO2, through an overall reduction
of 16% in the average route extension per flight from the
current figure of 49 km.
Measuring the effect
of ATFM actions
EUROCONTROL’s Central Flow Management Unit (CFMU)
helps reduce emissions and fuel consumption on a
daily basis by proposing more direct routeings whenever
possible and by determining and providing accurate takeoff
slots that allow aircraft to be held on the ground with
their engines switched off until the actual take-off time
approaches. During 2007, Agency flow management,
airspace and environment experts commissioned an
initial study from the EUROCONTROL Experimental Centre
(EEC) to find a better way to measure the impact of certain
ATFM (air traffic flow management) actions on the environment.
This study marks the first step towards including
environmental aspects in ATFCM processes in the future.
Offering shorter routes
Building on the philosophy which it has applied for several
decades, the Maastricht Upper Area Control Centre
(UAC) always attempts to offer airlines the most direct
routeings across its airspace, whenever possible. This

DMEAN
EUROCONTROL is involved in a number of activities
which will reduce aviation’s impact on the environment
in terms of both noise and emissions. The DMEAN programme
alone is projected to save up to 120,000 tonnes
of CO2 annually prior to the deployment of the SESAR
programme, principally through the improved take-up of
the Flexible Use of Airspace (FUA) concept, and the identification
of certain network improvements.
Analysis undertaken between 10 and 14 September
showed that the environmental benefits of flexible
airspace use are considerable. Some 2,945 flights saved
463 tonnes of fuel, resulting in a reduction of 1,461 tonnes
of CO2 emissions. An additional 5,430 flights could have
used conditional routes (CDRs) in this period and if they
had, an extra 445 tonnes of fuel, equating to 1,399 tonnes
of CO2 emissions, could additionally have been saved.
Airport Collaborative
Decision-Making (A-CDM)
By improving capacity and efficiency at airports, the
Airport Operations Programme has helped to reduce
environmental impact through avoiding unnecessary use
of aircraft engines. In particular, its Airport CDM project
is already improving the operational efficiency of a number
of airports in Europe, delivering greater predictability
and reducing taxi times by 10% on average. At Munich
Airport alone, this accounts for €2.65 million in fuel saving
per annum, equating to a reduction of 18,700 tonnes in
CO2 emissions.
In April 2007, representatives from airports including
Amsterdam, Barcelona, London Heathrow, Madrid,
Vienna and Zurich convened at Munich Airport to hear
how the Munich CDM team had both defined and
executed the implementation of airport CDM locally.
PAGODA
The Environment Domain has continued to develop the
Agency’s portal for environmental performance indicators,
known as PAGODA, in close cooperation with
