update its noise contour modelling guidelines. The EEC,
on behalf of the Agency, is managing a joint project with
the European Commission to develop the first prototype
of a European regional noise model.
SESAR
The Agency continued to provide support to the
Environment Work Package during the SESAR definition
phase, helping to structure a comprehensive
programme of work covering short-, medium- and
long-term issues. Continuous-Descent Approach and
Collaborative Environmental Management at airports,
both under development within the Agency, were
recognised as being key components of the SESAR
baseline.
Corporate social responsibility
In early 2007, the Agency’s General Meeting of
Directors (GMD) approved a governance structure for
a Corporate Social Responsibility (CSR) framework,
thereby creating a Steering Committee to put in place
a coherent and performance-oriented approach to
CSR activities at EUROCONTROL. The CSR’s policy
reflects a belief that it is a necessity – not a choice
– to be socially responsible towards the community,
society and the environment. In particular, the Agency
believes that combating climate change is a responsibility
shared by all stakeholders but that the Agency
must play a leading role in addressing the issue from
an ATM perspective.
The Agency’s objectives is to have a fully functional
CSR structure by the middle of 2008 and to have an
Agency approach which is recognised externally as
best practice.

Protecting ATM and airspace
As an experienced intergovernmental civil-military ATM
organisation EUROCONTROL plays a facilitating role in
improving air traffic management security across Europe.
It provides the framework within which planning, development
and implementation of specific action can be taken
thanks to its long-standing links with Member States, air
navigation service providers (ANSPs), civil and military
airspace users, airports and international and intergovernmental
organisations.
ATM security ad-hoc group launched
An ad-hoc group consisting of up to 12 ANSPs was
established by EUROCONTROL in 2007 as an interim
arrangement to address priority issues during the year
and to steer the activities of the Agency with respect to
ATM security management system (SecMS) implementation.
The group’s main focus was to provide advice
and material on SecMS development in compliance with
Commission Regulation (EC) No 2096/2005. The following
issues were prioritised during the year:
n the security management system framework;
n ATM critical assets;
n an ATM security threat model;
n a security risk assessment method;
n information and communication technology security.
ATM Security Team
Bilateral discussions were held between the Agency
and members of the Stakeholder Consultation Group
(SCG) during June and July 2007 to look for ways to
enhance ATM security working arrangements. Following
these discussions and numerous requests, the SCG
endorsed a proposal to establish the ATM Security
Team (SET), which will be the forum for stakeholders to
address ATM security-related issues. The ATM Security
Team’s mission is to drive improvements in ATM security
risk management.
The inaugural meeting of the ATM Security Team took
place in January 2008. Its objectives were to review
and draw conclusions from the tasks carried out by the
ad-hoc group during 2007. The meeting was also used
to share information, experiences and concerns from
all members and to define a work plan for 2008 and
beyond.
PATIN
Throughout 2007, EUROCONTROL participated in
various PATIN (Protection of Air Transportation and
Infrastructure) work packages. Throughout the year,
the project analysed potentially relevant threats and
technologies, and from these derived a set of viable
future operational concepts. On this basis, PATIN put
together and held a conference and a live exercise, in
October 2007, at which the entire stakeholder community,
users and security organisations were able to

For more than four decades, EUROCONTROL has dedicated
itself to improving safety standards across one of
the world’s most complex and busy air traffic management
(ATM) networks. In the early years following its creation
