more global vision, in line with the US NextGen
programme and ICAO’s Global Air Navigation Plan.
It is my view that the future requires a performancebased
system, tied to an independent review process.

That system has been developed by the intergovernmental
approach, but is now coupled to the EC method.
As we go forward, it makes most sense to fix only those
elements which are not working, while continuing to
improve those that are. It is one of the Agency’s four
main pillars of activity, cooperative network design,
which is helping to make this process happen.
Moreover, by only regulating in the few specific areas
where it is necessary, we can continue to strengthen
network design and review.
As I have said in the past, coordinating Europe’s ATM
efforts in a spirit of transparency and partnership will be
a major factor in delivering the much-needed single ATM
process across the whole of Europe. This is another
area where EUROCONTROL needs to converge with the
EC. I am personally committed to delivering stronger
ATM stakeholder involvement in the setting of
EUROCONTROL’s strategy and priorities as we establish
this convergence which, I am confident, will produce
closer alignment between EUROCONTROL’s budgetary
and business planning processes and result in greater
transparency for the stakeholder community as a whole,
and airspace users in particular.
It only remains for me to thank, on behalf of
Víctor Aguado, all the staff and management at
EUROCONTROL for their hard work and dedication
throughout 2007. I would also like to extend my
gratitude to all the Agency’s partners and stakeholders,
without whom we would not have been able to make
the steady progress we achieved over the year.

The framework of
the EUROCONTROL Agency
The Agency is instrumental in the fulfilment of the
Organisation’s mission and has a leading responsibility in
the development of European ATM to meet stakeholder
needs.
The Agency’s stakeholders expect an air transport system
which can deliver:
n increasing safety levels;
n sufficient capacity in line with traffic demand;
n efficiency by reducing flight length, offering optimal
flight profiles and improving the cost-effectiveness of
air navigation services;
n ATM solutions to mitigate aviation’s impact on the
environment;
n improved security to match risks and ensure safe
mobility.
EUROCONTROL’s strategic
objectives
The “Road Map towards the future European ATM” endorsed
by the Member States sets the strategic approach
and defines the objectives for the Agency to contribute to
aviation’s needs and deal with the main trends, forecasts,
targets and priorities. The objectives, which in most
cases cover a number of years, call for improvements
in specific performance areas (safety, capacity, efficiency,
environment and security), contributions to SESAR and
Single European Sky developments, further progress on
research and development, civil-military cooperation and
GNSS. They also call for institutional changes, enlargement
of State membership, enhanced global coordination
and improvements in stakeholder consultation.
In order to contribute to their achievement, the Agency in
2007 focused on:
n giving priority to its activities delivering capacity,
safety, and efficiency to the network in the short
term, while creating the baseline for future system
developments;
n further improving the quality and effectiveness of its
services to stakeholders;
n developing its activity and organisation to play an effective
and active role in the SESAR Joint Undertaking
and prepare for the SESAR deployment phase;
n continuing to work with all parties to promote the
concept of a Single European Sky and support the
European Commission in its implementation;
n developing performance management and transparency
within the Agency, striving for costeffectiveness.
Added value of the Agency
Aviation is a very complex industry with many actors
working to satisfy their specific political, societal, regulatory
and business requirements. This reinforces the need
to take a global perspective to collaboratively organise
the system design and operation. The Agency, following
a network approach brings value to the development of
the European ATM by:
n working for the common good of the aviation
system;
n taking an impartial pan-European view;
