security initiatives have been developed
which will form the basis of a EUROCONTROL
Safety Action Plan. A highlevel
Action Group for ATM Safety (AGAS)
is working towards the publication of a
EUROCONTROL Safety Initiative.
Within the European Air Traffic
Management Programme (EATMP), we
have intensified our efforts to work efficiently
and cooperatively with our stakeholders
in these demanding times. We
continue to streamline and improve the
management of EATMP resources to
ensure that the programme continues to
lead the development of European air
traffic management in Europe.
Delivering to our stakeholders
Notwithstanding the challenges of 2002,
the Agency, together with its stakeholders,
accomplished many successes, most
notably a significant decrease in air traffic
delays. The 1.9% fall in traffic as a result
of September 11th was surpassed by the
42.6% decrease in en-route delays
recorded for the year. A significant contributor
to this improved delay situation
was the successful implementation of
RVSM in January 2002. It provides an
additional six flight levels thus improving
capacity, reducing en-route delays and
enabling fuel savings. This 41 State programme
was managed by EATMP and
was delivered on time and within budget.
The European AIS Database (EAD)
is another example of cooperative
management within ATM. It provides a
central source for aeronautical
information that ensures the supply of
high-quality data to stakeholders.
Tentative operations will commence
in mid-2003. The programme target completion
date has been revised forward to
the beginning of 2004, nine months
ahead of schedule.
Other successes included the expansion
of 8.33kHz operations to 26 States, thus
enabling operational improvements leading
to new, modified and restructured airspace
sectors as well as capacity gains.
In the Surveillance area, the POEMS (Pre-
Operational European Mode S) design
acceptance process was completed and
in the human resources area, the
European Air Traffic Controller Licensing
Scheme was implemented throughout
ECAC.
EATMP is gearing up to address environmental
issues by defining an action plan
for the environment domain. In addition,
the Environmental Sustainable Airport
Operations Project (ESAO) has been
launched to address environmental constraints
at airports.
EATMP supports the Agency in its role as
the architect of the European air traffic
management system. During 2002,
EATMP launched the Overall ATM/CNS
Target Architecture (OATA), a framework
for the convergence of individual systems
and increased interoperability and
exchange of information.
These successes are testimony to the
ongoing pivotal role of EUROCONTROL
in European ATM. EATMP's contribution to
the design and management of pan-
European enhancement programmes will
continue to create capacity, improve safety
and cost efficiencies and provide tangible
environmental benefits.
EATMP introduction
In its role as managing agent of the European Air
Traffic Management Programme, the Agency
develops and promotes operational improvements
through European-wide and national
actions. Whilst our operating environment is constantly
evolving, our mission in principle stays
the same ?a uniform, seamless, safe and efficient
system of ATM. The fundamental role of
EATMP has never been more important: as we
join forces with the European Union, we can use
our respective strengths to make "One Sky for
Europe" happen.
EATMP supports the realisation of the EUROCONTROL
ATM 2000+ strategy and our programmes
and support activities focus on the four
key areas of improved performance: safety,
increased capacity, reduced costs and a cleaner
environment.
Improving ATM performance
EATMP outlines the programme of actions, which
are needed to improve the performance of air
traffic management in Europe up to 2015. The
programme is applicable at air traffic control centre
and airport level throughout the 41 States of
the European Civil Aviation Conference (ECAC).
A roadmap for change
The operational scope of EATMP is detailed in the
EUROCONTROL ATM 2000+ Strategy, a blueprint
document that outlines the framework for improved
ATM performance in Europe. This strategy has been
updated to reflect the progress, achievements and
decisions made since adoption of the Strategy by
MATSE in January 2000. The update ensures that
