8.33KHz
The transition from 25 to 8.33 kHz channel
spacing enables operational improvements
such as airspace restructuring,
which allows spectrum gain and planning
flexibility, and the creation of new or modified
sectors in the aeronautical VHF band.
These new sectors require additional
frequencies, which, prior to the introduction
of 8.33kHz, had become increasingly
difficult to provide.
To increase awareness on the issues related
to the transition from 25 kHz to 8.33 kHz
channel spacing, the Agency has distributed
an 8.33kHz awareness package to
pilots and controllers. The programme has
been a significant logistical challenge,
requiring the cooperation of States, global
airspace users, industry, military and
controller/pilot associations. The benefits
include ATM capacity increases, improved
flight planning and the creation of new
and/or modified sectors.
Horizontal expansion
For the core States2, mandatory carriage
of 8.33kHz radio equipment above FL245
has been effective since 1999. By 2002,
the removal of exemptions was complete
and today, 8.33kHz operations above
FL245 are now applicable across 26 ICAO
European States3 with plans for further
conversions to be largely completed in
2003.
Vertical expansion
The Agency performed a study to assess
the need to implement 8.33kHz channel
spacing below FL245. The results led to
the conclusion that 8.33kHz vertical
expansion should proceed, starting at
FL195 from 2006.
LINK 2000+
The objective of the LINK 2000+
Programme is to coordinate the implementation
of a limited set of data link
services (mainly controller-pilot data link
communications) at a number of airports
and area control centres in the
core area of Europe by 2007.
In 2002 within the framework of the
LINK Programme:
 international discussions on interoperability,
safety and performance
requirements (RTCA/EUROCAE)
were finalised for publication in
2003;
 the broad principles of a financial
incentive scheme were agreed with
stakeholders;
 promoted early introduction of data
link services by providing a convergence
path for existing technologies,
mainly FANS and ACARS;
 identified the first pioneer airlines for
the programme.
The programme thus achieved the
objectives for 2002 set by the
Programme Steering Group.
Enabling activities
Communications enablers are important
for ATM operational and technical
improvements. This involves ground/
ground, air/ground, and air/air voice
and data communications services.
VHF digital link
VHF Digital Link (VDL) Mode 2 deployment
was progressed through the completion
of drafting avionics Minimal
Operational Performance Specifications
(MOPS) with EUROCAE, the setting-up
at ICAO FMG level of a plan for deploying
four frequencies, and the monitoring
of a series of flight trials conducted to
analyse the correct implementation of
the specific VDL Mode 2 protocol.

On VDL Mode 4, support has been provided
to ICAO for improvements of the VDL
Mode 4 standards. This includes development
of a new Data Link Services protocol,
which corrects errors and enhances the
VDL Mode 4 performance. In relation to frequency
issues, work has commenced to
develop frequency-planning criteria for
VDL Mode 4. Finally, a feasibility analysis
of the VDL Mode 4 integration issues has
started and will be finishing in 2003.
Mobile communication systems
Looking towards future communications systems,
a series of feasibility flight trials was
undertaken to assess the potential of mobile
telephone technology for aviation. This work
has demonstrated that this technology could
provide a high performance, robust solution
and the results have been presented in
Europe, Japan and the United States.
Regarding satellite solutions for aeronautical
communications, an Agreement between
EUROCONTROL and the European Space
Agency included a mutually agreed programme
of mobile communications related
