This project (known as POEMS
developments) was successfully completed
in 2002.
In February 2002, a simulation of the
operational introduction of Mode S
Elementary Surveillance, involving civil
and military participants, was successfully
conducted in simulated Rome and Milan
sectors.
Transitional arrangements for the
implementation of Mode S Elementary
Surveillance were developed and
approved. Accordingly, the latest date for
retrofitting aircraft was extended and a
new regulatory documentation was
distributed.
Enhanced Surveillance
Enhanced Surveillance enables additional
capacity to be achieved through the use
of air-derived data (Downlinked Aircraft
Parameters - DAPs) in automated controller
support tools (e.g. Level Bust
Alerting Tool, Enhanced Tracking) and
safety nets.
National programme managers from
France, Germany and the United
Kingdom have agreed to follow a common
approach for the implementation of
Enhanced Surveillance. To support this
common initiative, a Master Plan has been
developed to demonstrate their commitment
to the implementation and harmonisation
of their national plans.
Automatic Dependent
Surveillance (ADS)
ADS will eventually become a major component
of the surveillance infrastructure in
Europe and the sole surveillance infrastructure
in oceanic or remote areas,
where the introduction of radar is impractical
or not economically viable.
Important progress was achieved in 2002,
regarding the applications which are
enabled by ADS-B. There is wide consensus
on the need for a pragmatic step-bystep
approach towards the development,
validation and implementation of operational
applications and corresponding
enablers. A first set of mature applications
in ground and airborne surveillance has
been identified. This set is, in general,
consistent with the ATM 2000+ Strategy
and Operational Improvement Roadmap.
It is expected to realise significant benefits
in the Period 3 (2008-2011) of the
Operational Improvement Roadmap and
beyond.

AIRPORTS
The Airport Operations Programme aims
to integrate airport airside and aircraft
operations in order to provide seamless
flight handling, through development of
procedures and technology. The aim is to
improve airport airside safety, capacity,
operational efficiency and mitigate environmental
impact. The programme is primarily
focussed on generating activities
that improve safety on the manoeuvring
area (including the runway), as well as
optimising the use of available but currently
frequently under-utilised runway
capacity, i.e. maximisation of airport
throughput. In parallel, additional capacity
is created through a mixture of new
technology applications and new
procedures.
Airport surveillance equipment
EUROCONTROL is playing an important
role in identifying and developing procedures
to allow the full utilisation of a new
generation of surveillance equipment
such as the Advanced Surface
Movement Guidance and Control System
(A-SMGCS), which aims to merge data
from different sources into high-integrity
displays. A number of airports have
already purchased the equipment, but
are unable to use it due to a lack of procedural
guidance. These procedures
may require changes to the Controller
Licence which, if necessary, will be
incorporated into the project.
Collaborative Decision-Making (CDM)
The concept of CDM will increase significantly
the efficiency of airport operations.
It allows high-quality information to be
shared amongst the relevant ATM actors
(ANSPs, airspace users and airports) at
precisely the right time. As all airports are
different in terms of infrastructure and
local operating arrangements, trials were
run during 2002 at various locations, both
to gain experience and produce the guidance
material. There are a number of levels
to this concept, starting at the basic
level, with information-sharing. At the very
advanced stage, there is true collaborative
decision-making which considers the
requirements of ATC, the airlines and
airport operators. Production of a manual
on Level 1 information-sharing started in
2002 and will be distributed widely during
2003.
Airport airside management tools
This project seeks harmonisation of tools
such as arrival and departure managers
as a way to improve controller aircraft
