officially positioning itself on the European
R&D scene. It undertook a thorough review
of its organisation in order to reflect the new
environment and to adapt to the emerging
initiatives in the R&D domain. These adjustments
are to be implemented in 2003.
Activities
2002 was a year of continuity for the
Experimental Centre. The strategy and business
plan of the Centre saw a special focus
on safety, innovative research, implementation
of proven concepts and sustainable growth.
The EEC Safety R&D Plan, elaborated after
wide consultation in the aviation domain as
well as the nuclear industry, will be a catalyst
to building a safety culture within EUROCONTROL
and throughout Europe.
The work programme of the Experimental
Centre covered primarily four areas of activities,
in support of EUROCONTROL抯 key
programmes:
 innovative research and prospective
studies;
 R&D and simulation studies of the EATMP
programmes and domains;
 studies and simulations in the air traffic flow
management (ATFM) field;
 studies to support EUROCONTROL抯 institutional
bodies (Performance Review
Commission, Safety Regulation
Commission and Regulatory Committee).
PARTNERSHIP, CONSULTATION
AND COMMUNICATION
European Commission and
industry
The European Commission, a major motor
and sponsor for research in air transport,
developed its 6th Framework Programme
based on the results of the recently
published Strategic Research Agenda
(SRA) of the Advisory Council for
Aeronautical Research in Europe (ACARE).
Working closely with the supply industry, the
EEC contributed to a number of ACARE
working groups, established following the
European Commission抯 Vision 2020 initiative.
The SRA is now generally recognised
as a cornerstone for future research priorities
in Europe. During the year, the
Experimental Centre once again provided
support to the EC international cooperation
through the organisation of and participation
in seminars and workshops aimed at providing
greater insight into European research
and technological development activities.
The Experimental Centre
Consultation Group (ECCG)
Since its inception in 1998, the ECCG has
been chaired with vigour and dedication by
Phil Hogge, independent ATM consultant. In
2002, he was succeeded by Marc
Baumgartner, President and CEO of
IFATCA. In addition to the standard ECCG
agenda items (EEC business plan and performance),
special attention was given to
the safety issue.
Stakeholder relations
The Centre conducted its third stakeholder
survey. This comprised a traditional
quantitative survey and, for the first
time, a qualitative part on the basis of
interviews with opinion leaders in the
aeronautical industry. The survey helped
to develop a more strategic vision of the
industry today and its expectations.
Communications and public
relations
In 2002, an improvement programme for
internal communication was defined and
implemented. An Internal Information
Monitoring Group was created with the
objective of identifying weaknesses and
required improvements, selecting implementation
methods and tools and monitoring
the results. The outcome was:
 a weekly information corner;
 refocused middle management
meetings;
 revitalised newsgroups;
 an internal newsletter.
PR-related activities remained high in 2002.
Some 60 official visits to the Centre were
organised, with more than 350 guests.
Demonstrations in the operations and show
rooms were part of the visits. The EEC also
hosted 15 seminars and workshops with a
wide variety of participants and covering a
wide scope of subjects.
A total of 92 publications were produced
in 2002, comprising reports, notes and
contributions to journals, professional
magazines, conferences and workshops.
The Experimental Centre participated in
several exhibitions: ATC Maastricht, ATCA
Washington and NAVSAT in Nice. Videos
were produced for two projects: the
EGNOS testbed and 5A (Analysis of
Aircraft Annoyance Around Airports).
Assistance to Central European
Air Traffic Services (CEATS)
The CEATS Programme aims to establish
a regional upper area control centre in
central Europe on behalf of eight States.
The EUROCONTROL Agency has been
entrusted with the establishment and
operation of the air traffic services and
support units.
In 2002, the EEC provided continuous
support to maintain and further develop
