civil/military cooperation, the CMIC
developed principles for an Exemption
Policy Guidance for State Aircraft from
Specific Equipage Requirements that is
likely to be adopted at the first meeting
of the CMIC in 2003 for submission to the
Provisional Council/Commission.
Further progress achieved by CMIC
includes a catalogue of non-sensitive
flight planning information across Europe
to be made available on the EUROCONTROL
website, and the finalisation of
the Cost Assessment Task Force report
whose guidelines were recommended for
inclusion in the EUROCONTROL current
cost-assessment procedures. Work
undertaken by CMIC on determining
future military airspace requirements has
progressed. A final report to the CMIC is
expected in 2003.
As of 1 January 2003, the United Kingdom
will ensure the Vice-Chairmanship taking
over from Germany for a period of
2 years. The nomination of Group Captain
Ian Middleton has been confirmed by the
Provisional Council.
Civil/Military interface
The interface between the Agency and
military authorities of the Member States
is provided by the EUROCONTROL
Military Expert Unit (EMEU). The EUROCONTROL
military experts are serving
military officers who are staff members of
the Agency and therefore work in the
overall interests of the Organisation.
The mission of the Unit is to provide
current military knowledge and expertise
across the full range of EUROCONTROL
activities, to act as the focal point for
military issues within the Agency and to
be the interface between the Agency and
the military community on ATM/CNS
matters. In particular, the EMEU provides
guidance to ATM planners to ensure that
current and future developments satisfy
national security requirements,
particularly as regards defence needs.
Whilst providing support across the full
range of EATMP activities, the military
Unit provided in 2002 specific expertise
to programmes such as the Central
European Air Traffic Services (CEATS),
Reduced Vertical Separation Minima
(RVSM), Mediterranean Free Flight (MFF)
and Automatic Dependent Surveillance
(ADS).
In the light of the new security environment,
the Unit supported the joint work
with NATO to develop an air traffic management
security position.
In conjunction with the Airspace
Management and Navigation Unit and
with the support of other Agency elements,
the EMEU developed a civil-military
coordination action plan based on the
recommendations of the joint Performance
Review Unit-Agency study, on the status
of ATM civil-military cooperation in
Europe.
The EMEU was also involved in the
activities of the NATO Air Traffic
Management Committee and supported
the work on the development of a draft
Memorandum of Cooperation with NATO.
Lastly, the EMEU provided support to
the Civil/Military Interface Standing
Committee.
REGULATORY COMMITTEE
The idea of separating regulatory and
service provision functions in air traffic
management has prevailed for some time.
A Regulatory Committee and an accompanying
Regulatory Unit were set up within
EUROCONTROL in 2002 to ensure that
rules are properly drawn up for the
Organisation抯 Member States and implemented
without fear of a conflict of interest.
The Single European Sky initiative and the
accession of the European Community to
EUROCONTROL make it particularly
important to coordinate the regulatory
activities of both organisations. EUROCONTROL
will notably contribute to the
implementation of the Single European
Sky through the development of implementing
rules which will complement the
high-level regulations.
The Regulatory Committee is a high-level
committee of senior aviation experts who
provide advice through the Provisional

Council to EUROCONTROL抯 Permanent
Commission on ATM regulations. They do
not represent the interests of any specific
Organisation or State.
The formal regulatory function, i.e. the
taking of decisions that bind EUROCONTROL抯
Member States (including
oversight and enforcement) is the exclusive
preserve of EUROCONTROL抯
Permanent Commission.
The Regulatory Unit falls under the
responsibility of EUROCONTROL抯
Director
General and is functionally
separate from the
rest of the Agency. It
comprises eight
permanent staff plus
external resources
where required.
