OUR WORKFORCE
EUROCONTROL's authorised budgetary staff
complement in 2002 was 2,311. Our multicultural
workforce of 2,127 serving staff and
768 contractors as at 31 December 2002
comprised 35 nationalities working in the
Agency抯 seven European sites viz. Brussels,
Budapest, Br閠igny, Karlsruhe, Luxembourg,
Maastricht and Prague.
During the year, we welcomed 140 new staff
members and 54 officials retired.
BUSINESS EXCELLENCE
All DHR initiatives undertaken during the year
were in line with the DHR Business
Excellence project. This has evolved into one
of the most important qualitative elements
influencing all DHR activities, both on a daily
basis and in the long-term delivery of projects
under the HR Modernisation Programme.
The key issues addressed were process
simplification, clarity of roles, communication,
team-building and career development.
In this context, DHR customer and staff
satisfaction surveys were conducted on an
Agency-wide basis. The former provided a
"snapshot" of DHR services and attitudes with
a view to seeing where priority improvements
should be made, while the latter helped to
identify the main human resources issues of
interest for staff Agency-wide.
IMPROVING INTERNAL
COMMUNICATION
The launch of a new in-house staff magazine
called Insight, published quarterly by DHR,
also provides a vehicle for the people of
EUROCONTROL to air their views.
It is circulated to staff, contractors and
pensioners and is just one of the ways in
which our people are getting to know each
other better and are keeping in contact.
It also promotes better information sharing,
ideas, creativity and appreciation.
EUROCONTROL抯
workforce consists
of over 2,000
serving staff,
comprising
35 different
nationalities.
2002 HIGHLIGHTS
Albania became EUROCONTROL抯
31st Member State.
The European Community signed the Accession
Protocol to EUROCONTROL.
The ongoing challenges facing EUROCONTROL
and the air transport industry were reflected in
the Organisation抯 enhanced communications
and external relations activities.
Over 2002, the Agency抯 profile was raised:
major events ?RVSM and the EC抯 accession ?
secured wide media coverage.
There were a total of 2,408 meetings, conferences
and workshops organised at Headquarters,
representing a 3.1% increase over 2001.

Directorate of the
General Secretariat
The Directorate of the General Secretariat
has various functions and responsibilities,
including external and public relations,
the legal, language and central secretariat
support services, and logistics
management.
EXTERNAL AND PUBLIC RELATIONS
The ever-pressing challenges facing ATM
and the air transport industry in 2002 were
reflected in an increase in the Agency's
communication and external relations
activities. 2002 was a very eventful year
and External and Public Relations was
busy on various fronts, raising awareness
and increasing the visibility of
EUROCONTROL抯 role in European ATM.
Action in this respect was taken in line with
the External and Public Relations Strategy,
which identifies proactive initiatives at
corporate level vis-?vis the Agency?stakeholders
with a view to meeting their needs
in the best possible manner.
In 2002, EPR ?in close coordination with
Agency Directors and experts ?handled,
an impressive volume of enquiries from
the press and media. These enquiries mirrored
the shift in focus to aviation security
and safety issues as well as institutional
developments such as the Single
European Sky initiative and EC's accession
to EUROCONTROL. EPR organised
two press conferences, the first on
24 January for the introduction of RVSM,
and the second on 8 October on the
occasion of the Diplomatic Conference.
Both events attracted a wide audience
from the international media, including the
trade and general press, and contributed
immensely to raising the Organisation抯
