A proposal for future activities and projects
entitled 揌uman Performance 2005+?has
been developed for discussion with stakeholders.
Implementation of the European ATCO
Licensing scheme has commenced.
This helps to harmonise minimum levels
of competence for air traffic controllers.
With regard to safety, the document
"Requirements for European Class 3
Medical Certification of Air Traffic Controllers?
as a means of compliance with ESARR51 has
been finalised.
Concerning ATCO staff shortages, a number
of reports for supporting the marketing of the
ATCO jobs were made available. The principle
of supplying expertise to the European
Commission has been agreed for two EC
studies launched within the Single European
Sky activities (揑mpediment to the Recruitment
of ATCOs?and 揜eview of ATCO Training
Requirements with a view to Reinforcing
Harmonisation and Increased Mobility?.
Airspace management
One of the main areas for change noted in the
EUROCONTROL ATM 2000+ Strategy is the
optimisation of the organisation and use of airspace
to achieve a continuum for ATM purposes.
The objective of the airspace
management domain is to develop, coordinate
and monitor the operational changes
needed to achieve that goal through the
implementation of a cohesive set of incremental
improvements to the ECAC airspace structure
and use. Its scope covers all aspects of
airspace and ATS route network activities
including those related to civil/military cooperation
and coordination.
Significant achievements during 2002 included:
 the endorsement of the airspace
classification in upper airspace;
 the progress made in reorganising
airspace below FL195;
 coordination of short-term airspace
improvements;
 coordination and validation of medium-term
projects within ATS Route Network (ARN)
Version V4.bis;
 conception of Advanced Airspace Scheme
(AAS) and of Terminal Airspace Design
Guidelines;
 implementation of route network improvements
(Paris TMA);
 Functional Blocks of Airspace Workshop
with EC in support of the Single European
Sky initiative.

Other activities included ATM procedures
development such as a new code allocation
list for ORCAM (Origin Code
Assignment Method); Precision RNAV;
Runway safety; new 8.33 RTF phraseology.
Simulation studies continued to provide
EATMP programmes with feasibility and
operational design results, which in turn
were used in ongoing airspace route
network development, in supporting the
Six States Working Group and the CEATS
operational development.
A Sector Capacity Analysis has
been completed for Athens TMA,
an analytical study for the Common
Transition Altitude feasibility and an
assessment of operational benefits
for the Mediterranean Free Flight
Programme.
During 2002, the Operational Data
Team was involved in developing
software for upgrading the data
available from CFMU such as ACC
traffic loads, route point loads and
other useful indicators.
The Airspace Modelling centre of
expertise has been selected as the
European focal point for the United
States FAA/EUROCONTROL
Research & Development Action
Plan concerned with analytical
and fast-time modelling
developments.
FRAP
The Eight-States Free Route
Airspace Project is a pilot project
between civil and military authorities
of the States involved. FRAP
has the potential to allow suitably
equipped aircraft to navigate
between fixed points without having
to follow fixed air routes, thus
enabling a greater number of aircraft
to fly more direct and costefficient
flight trajectories.
The 2002 project objective was to
provide a feasibility assessment,
an implementation strategy, and
business plan for the introduction
of Free Route Airspace across
eight ECAC Member States.
Eurocontrol and the Member States
have approved the feasibility study
and have decided to continue to
work on expanding the eight States
study to the ECAC area.
The introduction of
8.33 kHz channel spacing
enables operational
improvements such as
airspace restructuring and
the creation of new or
modified sectors in
the aeronautical VHF band.
