about safety issues. Under the direction
of AGAS, safety management will ensure
that the safety issues of today are used
constructively to guide the harmonisation
of good practices across Europe in the
future.
Safety tools
Airborne Collision Avoidance
System (ACAS)
Of the various safety tools, those
which are airborne, are of paramount
importance. ACAS II is an airborne
collision avoidance system, which
guides pilots on the necessary actions
to be taken to avoid mid-air collisions.
With effect from 2005, all aircraft carrying
more than 19 passengers or
weighing more than 5.7 tonnes must
be equipped with Traffic Alert and
Collision Avoidance Systems (TCAS).
Appropriate training in ACAS II operation
is essential, for both flight crew
and controllers, to ensure that the
safety benefit provided by ACAS II is
not compromised. The development
of the specialist-training tool, Replay
Interface for TCAS 2 Alerts (RITA)
was completed.
Automated Safety Monitoring Tool
(ASMT)
ASMT was originally developed to
assist in the identification of separation
infringements. During 2002, its
area of application was extended
and it is now being piloted in the
context of facilitating the reporting of
occurrences and the exchange of
safety data.
Interface with safety
regulation
Throughout the year, close working
relationships were maintained
between safety regulation and safety
management activities within the
EATMP Programmes. In all cases, a
complementary approach between
safety management and safety regulation
has worked well, and has
ensured that EUROCONTROL can
effectively deliver support in safety
to all stakeholders at national level.

ENVIRONMENT
Environmental issues are becoming
increasingly important in aviation. Aircraft
emissions and noise pollution are increasingly
of concern to EUROCONTROL, our
stakeholders and the general public. Within
EATMP, actions are being taken to identify
opportunities for the aviation world to work
in cooperation with the environment.
The project on Environmental Sustainable
Airport Operations (ESAO) is EATMP's
response to the significant and growing
constraints on ATM arising from environmental
issues at airports. ESAO will
include the development of practical
support measures for airport stakeholders
to help them maximise capacity by making
their operation more environmentally
sustainable.
Other environmental activities have included
the production of an action plan for the
environment domain, preparation activities
for monitoring emissions, as well as a
study, which indicates that there are
significant potential environmental benefits
from RVSM implementation.
AIR TRAFFIC MANAGEMENT
Managing the traffic is an essential element
in enhancing European ATM performance.
It addresses issues of capacity, data
management and tools development, fosters
collaborative decision-making throughout
Europe and protects the ATC system
from overload by balancing demand and
capacity.
Capacity enhancement
The capacity enhancement function is
the single point of contact for all Agency
actions, aimed to deliver more ATM
capacity to meet air traffic demand in
Europe.
Measurement and reporting activities for
2002 included specific monitoring of
capacity improvements following RVSM
implementation. The annual assessment
and coordination of individual ACC 2002
capacity baselines has been made. The
揈uropean ATC Capacity Report for summer
2002?is published and gives a
detailed analysis of capacity offered by
individual air traffic control centres
(ACCs).
ACC profiles were established for the 2003-
2007 planning cycle, and published in ECIP
2003-2007. ACC Capacity plans for 2003
were passed to the Central Flow Management
Unit (CFMU) for summer preparation.
Consolidation of the capacity planning
process led to the establishment of a
Capacity Planning Task Force to develop
recommendations for improved methodology
and process.
RVSM
Reduced Vertical Separation Minima (RVSM)
is a key factor in improved Air Traffic Management.
