Capacity
Air Traffic Flow Management (ATFM) delays (en-route
and airport) improved at some Area Control Centres,
including the Maastricht UAC Centre, and airports in
2006. Nevertheless, ATFM delays have increased for
the third consecutive year, which calls for specific action.
The development of more tactical ATFM measures
should be encouraged and the en-route delay
target of 1 minute per flight should remain for the
coming years.
Efficiency
The economic impact of route extensions over and
above the theoretical direct route is estimated to be in
the region of €2.2 billion in 2006. The actual route
extension per flight figure for 2006 was 0.1% below
last year’s figure at 48.6 km. Domestic routes were on
average 15% more efficient than intra-European
routes. If the intra-European routes were as efficient
as the domestic ones as envisaged by the Single
European Sky, €150 million to €300 million could be
saved each year. A further €130 million could also be
saved if weekend traffic was a third more efficient.
Cost-effectiveness has been improving in the European
ATM area since 2003, but still remains a major
ATM performance issue. Member States’ own projections
indicate that the European ATM network is on
track to meet the PRC’s notional target of a 14% reduction
for 2008 compared to 2003. EUROCONTROL’s
action aimed at improving the productivity
of the ATM system and reducing fragmentation
will help to achieve this target. Cumulative savings of
€2 billion would then have been achieved from 2003
to 2008. The PRC therefore recommends that a pan-
European cost-effectiveness target of reducing the
real unit cost by 3% per annum between now and
2010 should be adopted. This would be in line with
the SESAR performance targets of a 3% annual reduction
between now and 2010 and a 5% reduction
between 2010 and 2020. This target should also be
used as a performance criterion for the European
Commission’s triennial reports to the European Parliament
and Council on Single European Sky implementation.
Environment
Flight-efficiency is intrinsically linked to aviation’s negative
impact on the environment. With the level of route
extension per flight at 48.6 km, it is estimated that an
additional 4.7 million tons of CO2 were released into
the atmosphere during 2006. More direct flights and
improved operational working practices would offer
significant reductions in emissions every year. Holding
aircraft on the ground at airports rather than in the air
through ATFM regulations managed by the EUROCONTROL
Central Flow Management Unit is more
economic and offers a ‘green dividend’ of some 1.1
million tons of CO2 per year. The report also highlights
that better schedule accuracy and execution would
improve the airport capacity/delay trade-off and would
result in less holding, fuel burn and emissions, producing
a significant environmental benefit.
Impact of Single European Sky (SES) on ATM
performance
At the request of the European Commission, the PRC
conducted an independent evaluation of the impact of
Single European Sky legislation on the ATM performance
of the European Union and associated States.
This evaluation recommended further improvements
to address remaining issues and achieve SES objectives.
Many of these improvements could be made
through non-regulatory actions such as guidance material,
support for National Supervisory Authorities
(NSAs), provision of information and facilitation of cooperation
between the various participants in the programme.
