Severity of separation infringements
with Maastricht UAC contribution (2004-2006)
The certification, in November 2006, of the Maastricht
UAC as compliant with Single European Sky
legislation for the provision of air navigation services
in the European Community confirmed that the
safety management system meets the highest standards.
All of the staff at the Maastricht UAC completed an
‘Introduction to Safety Management Course’ designed
to raise awareness of their roles and responsibilities
with respect to safety. Detailed training
aimed at improving the effectiveness of safety management
across the unit, was also delivered to targeted
staff, once their specific needs had been
assessed via a defined training programme.
In an effort to further embed the concept of a “just
culture” at Maastricht UAC, the Voluntary and Confidential
Reporting of Safety Issues (INREP) Programme
was introduced in June 2006. This
programme is designed to encourage the open reporting
of perceived safety issues by staff without
leading to unfair recrimination. Since its introduction,
more than 60 reports were submitted by staff in the
second half of 2006, helping the planning process
for safety issues across the Centre’s operational activities.

the pan-European network
Central flow management helping to
enhance safety
Traffic flow management is central to European efforts
to accommodate the increase in aircraft
movements, and strikes a delicate balance between
responding to demand for airspace and ensuring
the safe operation of traffic management.
Besides its day-to-day contribution to air traffic
flow management (ATFM) safety, EUROCONTROL
also continuously undertakes to raise safety levels
within its own structure. During 2006, the Agency
deployed significant resources to perform a safety
assessment of its Central Flow Management Unit
(CFMU), using the ANS Safety Assessment
Methodology (SAM). This identified and classified
CFMU safety-critical services and led to the definition
of an ATFCM Safety Severity Classification
Scheme, which also allows to classify the CFMU
incidents according to the safety severity of their
effects, as required by ESARR 2. During the year a
safety assessment of the changes to the CFMU
services brought by the new software release
(CFMU12) was initiated, and will continue through
2007.
In 2006, the CFMU aligned all its systems (IFPS,
Integrated Initial Flight Plan Processing System
and ETFMS, Enhanced Tactical Flow Management
System) on the Aeronautical Information Exchange
model (AIXM) with the objective of ensuring their
consistency in terms of data description and accuracy,
thereby reducing effort and errors.
As of 15 May 2006, EUROCONTROL began operating
the Safety Assessment of Foreign Aircraft
(SAFA) alerting application. EUROCONTROL’s
Central Flow Management Unit was tasked to undertake
this function which enables the enforcement
of the EC ‘black list’ resulting from the
Directive on ‘Safety of Third Party Aircraft using
Community Airports’. The unique nature of EURO-

CONTROL’s pan-European structure makes it ideal
for detecting and forwarding flight plan information
once an aircraft triggers an alert. The CFMU has
already detected a number of aircraft that have
had a ban imposed on them by an EU Member
State(s). As result, the concerned national authorities
have taken appropriate action such as initiating
an inspection, preventing the aircraft from
taking off or even from entering the territory.
European Aeronautical Information
Service Database
The European Aeronautical Information Service
Database (EAD) is an important part of the aeronautical
information distribution chain, and as such
the impact on safety is considered as an inherent
part of its development.
Currently a total of 107 clients are participating in
the European AIS database. These comprise 47
data providers and 60 data users, including EUROCONTROL
Units.
2006 saw the completion of the EAD safety case.
Detailed safety arguments and evidence for the
baseline EAD system and services were delivered,
which will be updated in 2007 to include the
changes for Release 4. The EAD staff worked
throughout the year to develop ways to monitor the
