across Europe. Since not all EUROCONTROL and
ECAC Member States are members of the European
Union, EUROCONTROL works closely with the European
Commission to ensure that the already established
EUROCONTROL Safety Regulatory Requirements
(ESARRs) are transposed into Community law
and form the basis of Community safety legislation. In
this respect, EUROCONTROL continued in the course
of 2006 to ensure that all ESARRs are transposed.
EUROCONTROL is also the contract manager for the
Definition Phase of the Single European Sky ATM Research
(SESAR) Programme and 2006 saw two of the
six main deliverables ‘The Air Transport Framework’
and the ‘ATM Performance Targets’ completed in July
and December respectively. The last two deliverables,
‘The ATM Master Plan’ and the ‘Work Programme’ will
be completed in early 2008, in time to guide the work of
the Development Phase, via the establishment of a
SESAR Joint Undertaking.
As a founding member of the future SESAR Joint Undertaking,
EUROCONTROL will take advantage of its
unique civil/military status and ensure that the interests
of all its 37 Member States are represented in the
project.
In terms of performance, 2006 was a very positive
year for EUROCONTROL as significant progress
was made across all of the areas of activity in which
the Agency is engaged. In particular, notable successes
were achieved in each of the five key areas
which this annual report focuses on: safety, capacity,
efficiency, security and the environment.
A new European Safety Programme was launched,
a record number of flights were safely handled and
the European ATM network is on track to realise accumulative
savings of over €2 billion over the 2003-
2008 period. In 2006, the EUROCONTROL Agency
continued to work successfully with its stakeholders
to ensure that the ATM contribution to overall aviation
security is strengthened.
Increasing public concern over the environment
makes this a priority for the Agency. Improved efficiencies,
which are being championed by EUROCONTROL,
such as the continued reduction in route
extensions and the provision of more direct flights
and ‘green’ flight profiles, are already helping to reduce
aviation’s negative impact on the environment.
In addition, the implementation of the Single European
Sky will contribute to minimise further the environmental
impact. With the Agency becoming a
founder member of the SESAR Joint Undertaking
and two main deliverables of the Definition Phase
being delivered on time, this was a milestone year
for the Programme.
Performance Review
Commission
Pursuant to Article 1.1 of the EUROCONTROL revised
Convention, the EUROCONTROL Organisation
is committed to the establishment of specific
performance targets, which are reviewed on an annual
basis by the Performance Review Commission
(PRC). An annual assessment of air traffic management
in Europe, known as the Performance Review
Report, is published each year and the following is
a synopsis of the 2006 report’s Executive Summary.
The 2006 Performance Review Report (PRR 2006)

Safety
The EUROCONTROL Safety Regulatory Requirement
(ESARR 2) requires States to report safety data
on aviation accidents, incidents and occurrences.
Although some significant inadequacies persist in
the quality, quantity and consistency of this data,
some progress was noted by the PRC in this area,
and incident reporting has improved significantly
since 2001. It is still inadequate in a number of
States and legal and cultural impediments remain to
be addressed fully in many States.
In spite of traffic growth, there appears to be no substantial
change in high-risk incidents in the airspace,
broadly conforming to the ATM 2000+ safety objective.
All regulatory authorities and air navigation service
providers should meet a minimum level of safety
maturity (70%). In 2006 this level was not reached by
24 authorities and 19 service providers. The report
recommends the formal adoption of an interim safety
target, whereby all regulatory authorities and air navigation
service providers should reach the minimum
safety maturity level by the end of 2008. The report
also recommends that the Agency’s Director General
should undertake a review of EUROCONTROL’s pub-
