architecture constitutes the "blueprint" for the interfaces
of the future ATM/CNS systems required by
2011+. It constitutes a logical model that captures
and consolidates the user requirements from the
various ATM domains and provides a high-level
modular architecture independent of technologies.
All ATM/CNS Domain architectures (except COM
which is outside the scope of OATA Phase 2) were
integrated into a single and consistent overall architecture
which has been adopted by the SESAR
Definition Phase as the baseline for the mediumterm
architecture
A significant step forward for the Agency in relation
to the SESAR Programme was also the approval by
the European Commission of the Episode 3 Project
proposed by the EUROCONTROL Experimental
Centre as part of the 6th Framework Programme
(FP6) in 2006. The project offers EUROCONTROL

the opportunity to help the various national research
establishments to form a more organised
and focused network in support of SESAR.
Episode 3 will use the SESAR and ICAO key performance
areas and the European Operational
Concept Validation Methodology (E-OVCM) as it
validates a number of aspects of the operational
concept originating from the SESAR Definition
Phase. Links have been forged with the SESAR and
the EUROCONTROL's Mid-Term Concept Validation
(MTV) Programmes. The Mid-Term Concept
Validation Programme has itself been developed to
support SESAR to the fullest extent, whilst capitalising
on the EUROCONTROL Experimental Centre,
and will produce a full assessment of the SESAR
concept of operations by 2010.
Complementing its SESAR responsibilities, the
Agency also plays an important role in cooperation
between Europe and the United States by supporting
the development of a common performance
assessment and operational validation
infrastructure. At a working level, it functions as a
bridge between Europe via the Agency and the US
via the Joint Planning and Development Office
(JPDO) for the R&D efforts of both Europe’s SESAR
and the US Next-Generation Air Transportation System
(NGATS).

services continuing
to decline, the EUROCONTROL
Agency, and
its partners, remain
on track to meet the
notional pan-European
cost-effectiveness
target for 2008.
The Agency is fully
committed to contributing
to the setting of
targets to increase
efficiency further over
the next five years.
EUROCONTROL’s primary objective is the development
of a seamless, pan-European air traffic management
(ATM) system. As part of this task,
EUROCONTROL works to ensure the safe, expeditious
and efficient flow of air traffic which not only accommodates
air traffic growth but also reduces
costs and respects the environment.
Over the years the EUROCONTROL Agency, in partnership
with key aviation players, has significantly
contributed to improvements in the efficiency of the
European ATM network in terms of increased ATM
capacity and reduced air traffic flow management
ATFM delays. In 2006, the Agency played a key role
in the safe and efficient handling of 9.6 million flights.

Efficiency:
Adding value, reducing costs
Although still high, the unit cost of en-route air navigation
services is declining and is on track to meet
the notional pan-European cost-effectiveness target
for 2008, proposed by the independent EUROCONTROL
Performance Review Commission
(PRC), which is 14% lower than 2003 (equivalent to
a reduction of 3% per annum).
According to the PRC, cost-effectiveness remains
however a major ATM performance issue, notwithstanding
recent improvements. Further action is
therefore needed in order to increase productivity
and reducing support costs stemming from the
fragmented structure of the European ATM
system.
The PRC’s Performance Review Report 2006 (PRR
2006) also identified flight-efficiency as another
major ATM performance issue, since in 2006 nonoptimum
routings had an economic impact estimated
at €2.2 billion. The PRC has therefore
advocated the adoption of a horizontal flight-efficiency
target with both economic and environmental
