should be put in perspective against the rough figure
of 4% annual traffic growth between 2004 and
2006. After a steady increase over the last three
years in the proportion of total delay attributable to
airports, the trend changed in 2006 and this figure
decreased to 44.5%. Weather and limited aerodrome
capacity are still the main causes of such
delays.
In parallel, after a steady reduction over the last
three years, the proportion of en-route delay attributable
to air traffic control capacity increased
to 55.5% in 2006. Weather and ATC staffing were
significant causes of en-route delay in 2006.

Expanding the ATM network
capacity together
The levels of air traffic growth confirm EUROCONTROL’s
future trend forecasts and reinforce the
Agency’s resolve to meet the capacity challenge
by continuing to work towards the objectives set by
the Provisional Council, which are reflected in
the Agency’s Business Plan and the ATM 2000+
Strategy performance enhancement strategic
objectives.
Enhanced ATC systems, improved ATC/ATFM
procedures as well as route network and sectorisation
improvements contributed to the increased
capacity of the European ATM system in 2006.
The implementation of pan-European capacity enhancement
measures undertaken prior to the summer
2006 season, such as major route network
changes and improved application of air traffic flow
and capacity management, began to have a positive
effect.
Additional emphasis was placed on enabling the
timely availability of sufficient staff, improving working
practices, adapting capacity to demand and
the appropriate technical facilities at national and
Area Control Centre (ACC) levels. These efforts led
to a cost-effective increase in capacity and built on
the foundation for similar improvements.
The planning and implementation of these measures
were made possible by extensive coordination
between key stakeholders, in particular air
navigation service providers and aircraft operators,
with the full support of the EUROCONTROL
Agency.
Management of capacity at network level was ensured
by EUROCONTROL’s Central Flow Management
Unit (CFMU). The capacity management
process implemented by the CFMU was key to improving
the performance in certain areas by reducing
the impact of any remaining ACC capacity
limitations.
During summer 2006, ATFCM scenarios were implemented
through a cooperative process put in
place by the CFMU, and were in most cases accepted
by the aircraft operators, who continued to
make a significant contribution to the reduction of
the ATFM delays. This was in spite of the occasional
increase in flying times and distances flown.
EUROCONTROL achieved these significant successes
in 2006 primarily through the continued deployment
of the various improvements implemented
by the Dynamic Management of the European Airspace
Network Framework Programme (DMEAN) as
well as through its work with key stakeholders to increase
capacity at airports.
DMEAN delivers first tangible results
DMEAN is EUROCONTROL’s short-term programme
to increase ATM network capacity by 10% in the
2006 to 2010 period, on top of the gains which will
be achieved through the local air navigation service
providers’ own efforts. It is being achieved via a collaborative
operational partnership between the ATM
planners, service providers and airports, as well as
military and civil airspace users. Together, the stakeholders
have begun the process of identifying and
releasing latent capacity via improved coordination
as well as better and faster decision-making applied
to a network approach. This has already resulted in
more flexible airspace management, both in the air
and at airports.
