organisation, EUROCONTROL
fulfils a
facilitating role in
improving air traffic
management security
across Europe.
EUROCONTROL
provides the framework
within which
planning, development
and implementation of
concrete actions can
take place thanks to
its long-standing links
with Member States,
air navigation service
providers, civil and
military airspace
users, airports and
international and
inter-governmental
organisations.
The Agency’s ATM Programmes Directorate was
the main driver behind EUROCONTROL’s involvement
in air traffic management (ATM) security in
2006. The Organisation’s role in ATM security was
further strengthened with the creation of a Civil-
Military ATM Coordination Directorate responsible
for the development of work packages, specifically
relating to airspace security.
The NATO/EUROCONTROL ATM Security Coordinating
Group – NEASCOG, which was established
jointly by the two organisations in 2002, served during
2006 as a consultation and discussion forum
for all those stakeholders involved in airspace and
ATM security in Europe.
A highlight of the year was the approval of the
NEASCOG ATM Security Strategy by the Civil/Military
Interface Standing Committee (CMIC) together
with the NATO ATM Committee (NATMC) and the endorsement
of the associated Programme of Work by
NEASCOG.
During the second half of 2006, EUROCONTROL
submitted a draft Security Management Handbook
for stakeholder review. The Handbook describes a
framework and best practices for the implementation
of a Security Management System. The implementation
of such a system is a requirement when
providing air navigation services in accordance with
the European Commission Regulation. In the context
of these activities, it is planned to have an
agreed Security Risk Assessment method available
before the end of 2007 together with a first edition of
a generic ATM Security Threat Model, which will provide
stakeholders with a starting point for specific
ATM security risk/threat assessments.
In December 2006, a workshop, co-chaired by
NATO and EUROCONTROL, was organised to debate
strategic objectives for airspace and ATM security
in Europe. Its aim was to identify stakeholders’
roles, requirements and contributions to ongoing
and future developments. More than 200 people attended
the event from over 35 nations, including the
USA and Israel. The audience was made up of representatives
from air navigation service providers,
air forces, civil aviation authorities, government ministries
(Transport and Defence), police forces, the
European Commission, as well as other associated
aviation and security organisations.
The workshop concluded with the understanding
that airspace and ATM security is concerned with
the security of the airspace and the ATM system,
their infrastructure and their operational capabilities.

Securing the skies
Security
It was also agreed that airspace security covers the
safeguarding of airspace from unauthorised use, intrusion,
illegal activities or any other violation, and is
concerned with those threats that are directly aimed
at the ATM system, such as attacks on ATM assets.
In addition it covers eventualities where ATM plays a
key role in the prevention of, or response to threats
aimed at other parts of the aviation system (or national
and international assets of high value) and
seeks to limit their effects on the overall ATM Network.
While working arrangements with external stakeholders
are under review as a result of the workshop,
an ad-hoc Group, led by air navigation service
providers, was created as an interim measure to develop
practical implementation aspects for security
management systems.

Dissemination System
The validation of the concept to create a seamless,
pan-European ATM security incident management
system was concluded in 2006. ERRIDS, which will
provide national decision-makers and other users
with reliable, real-time information about ATM security
incidents, went through further validation trials
