極地航路飛行管理暫行辦法
The Provisional Management Rules of Polar Routes Operations
1. 為保證極地航路飛行的安全與順暢,
制定本辦法。
Article 1. These rules are formulated with a view to ensuring the
safety and fluency of the operations on polar routes.
2. 本辦法適用于航空運(yùn)輸企業(yè)靈活選擇
中俄進(jìn)出境點(diǎn)SIMLI、ARGUK 和中蒙進(jìn)出境
點(diǎn)POLHO 以及我國北京和沈陽飛行情報(bào)區(qū)
內(nèi)相銜接的航路和航線,進(jìn)行飛越北極地區(qū)
的運(yùn)輸飛行活動(dòng)。
Article 2. These rules apply to the air transportation operators’
flexible choice of three entry/exit points of SIMLI (between
China and Russia), ARGUK (between China and Russia) and
POLHO (between China and Mongolia), as well as the transition
routes in Beijing FIR and Shenyang FIR of China airspace for
polar operations.
前款中的靈活選擇是指實(shí)施飛行時(shí),可
以任意選擇上述三個(gè)進(jìn)出境點(diǎn)之一以及相連
接的航路和航線。
The flexible choice means that operators can choose one
of the three entry/exit points described as above and the transition
routes connected with it.
本辦法初期僅適用于美國、加拿大等地
來往于我國內(nèi)地和香港、澳門等地的定期班
機(jī)飛行活動(dòng)。
These rules only apply to the scheduled flights between
the U.S.A., Canada etc. and mainland, Hong Kong, Macao China
etc. at the preliminary stage.
3. 實(shí)施跨越北極地區(qū)運(yùn)輸飛行的航空運(yùn)
輸企業(yè),應(yīng)當(dāng)按照有關(guān)規(guī)定在執(zhí)行前提出飛
行申請。飛行申請應(yīng)當(dāng)注明為極地飛行,并
提出所選擇的進(jìn)出境點(diǎn)和航路、航線。
Article 3. The operator who applies the trans-polar operations is
requested to submit the flight application prior to implementation
according to relevant rules. The application shall indicate polar
operations, the entry/exit points and the transition routes.
4. 飛行申請的審批辦法按照現(xiàn)行規(guī)定執(zhí)
行。其中,在我國境內(nèi)的班機(jī)航線走向等必
須按照審批后的執(zhí)行。定期航班飛行批準(zhǔn)后,
應(yīng)當(dāng)在班期時(shí)刻表中注明“極地飛行”字樣。
Article 4. The approval procedure of the flight application is the
same as the existing one. The flights routing in the airspace of
China must accord with that approved. After the approval of the
scheduled flights has been given, “Polar Operations” shall be
indicated in the flight schedule.
5. 航空器營運(yùn)人或駕駛員應(yīng)當(dāng)不晚于航
空器預(yù)計(jì)起飛時(shí)間前1 小時(shí),向當(dāng)?shù)氐目罩?br />
交通服務(wù)單位提交飛行計(jì)劃數(shù)據(jù),并由該空

Article 5. The aircraft operator or flight crew shall submit the
flight plan to the local ATS unit no less than one hour prior to the
estimated time of departure. The ATS unit shall send FPL
message to the Operations Management Center of Air Traffic
Management Bureau, the General Administration of Civil

有關(guān)的中國民航區(qū)域管制中心發(fā)送領(lǐng)航計(jì)劃
報(bào)(FPL);其中,下列管制單位必須包括在
內(nèi):呼和浩特區(qū)域管制中心(ZBHHZXZX)、
北京區(qū)域管制中心( ZBAAZXZX)、哈爾濱區(qū)
域管制中心(ZYHBZXZX)和沈陽區(qū)域管制
中心(ZYTXZXZX)。
Aviation of China (ZBBBZGZX), as well as the relevant Area
Control Centers in China. Thereinto, the following ATC units
must be included: Hohhot Area Control Center (ZBHHZXZX),
Beijing Area Control Center (ZBAAZXZX), Harbin Area Control
Center (ZYHBZXZX) and Shenyang Area Control Center
(ZYTXZXZX).
6. 領(lǐng)航計(jì)劃報(bào)(FPL)發(fā)出后不得隨意
更改,如因特殊情況需要更改時(shí),必須在更
改電報(bào)發(fā)出后1 小時(shí)才能起飛。航空器起飛
后不得再更改飛行計(jì)劃。未經(jīng)批準(zhǔn)或者沒有
按照領(lǐng)航計(jì)劃報(bào)(FPL)實(shí)施的飛行,相關(guān)的
空中交通管制單位可以拒絕接受航空器,由
此造成的損失由航空器營運(yùn)人負(fù)責(zé)。
Article 6. Once the FPL message is sent, the amendment is not
allowed except for the special circumstances. If the amendment to
the FPL message is made for special reasons, the aircraft cannot
take off in one hour after the amendment message is sent. When
the aircraft takes off, the amendment to the flight plan is not
allowed. The ATC units concerned can refuse to accept the flights
