4.7 TRUCE Assessments
Assessments for a controller's competence to handle unusual circumstance and aircraft in emergency are conducted by Unit Competence Examiners; see Training in Unusual Circumstances and Emergencies (TRUCE) CAP 744 Part 3 Section 10.
4.8 Approval of Unit Training Plans
Units shall submit a draft of their unit training plan to their ATSD Regional Manager or Head of En-Route and College Regulation, as appropriate, in the format required by ATSD; see the Guidance for the development of Unit Training Plans at Appendices 1, 2 and 3 to this Section of this document.
4.9 Approval of Personnel involved in Examination, Assessment and Verification
4.9.1 Requirement
The CAA shall approve such personnel as it sees fit to carry out such examinations or assessments as it requires to ensure that applicants for ATC licences are competent and meet the appropriate requirements.
4.9.2 Assessors and Verifiers
4.9.2.1 Unit assessors who assess training progress and unit verifiers who verify the assessment process on UTPs are authorised to do so as part of the unit training plan approval process. These qualifications are not included in the ATC licence.
4.9.2.2 Assessors who assess APCs at units, where these have been approved, and verifiers who verify the assessment process on such APCs are authorised to do so as part of the training provider certification process and shall be listed in the training provider's documentation. These qualifications are not included in the ATC licence.
4.9.2.3 The CAA will authorise members of its staff to assess and verify on approved UTPs.
4.9.3 Examiners
4.9.3.1 Examiners who are authorised by the CAA to conduct examinations for the ATC licence will be issued with an examiner licence endorsement. Details of the types of examiners, their privileges and responsibilities, are detailed in CAP 744.
4.9.3.2 The CAA will authorise members of its staff to examine for all ratings, rating endorsements and licence endorsements, including unit endorsements and annual competence assessments for the renewal of unit endorsements associated with the ATC licence.
Part 2 Unit Training – Licence-holders from Other EU Member States
1 Administration
1.1 Full details and CAA procedures for the Recognition of Licences issued by other EU Member States are detailed in CAP 744, Air Traffic Controllers - Licensing.
1.2 For those controllers who satisfy the mutual recognition requirements, the UK ANSP which employs them shall ensure that they have been trained in the relevant UK national requirements. The ANSP is responsible for identifying the required training and to submit a training plan to ATSD at least six weeks before commencement of the training. Such training shall be successfully completed before the individual may commence the UTP required in Part 1, paragraph 2.1 of this Section.

Appendix 1 Guidance for the Development of Unit Training
Plans (General)
1 Requirement to have an Approved Unit Training Plan
1.1 The Directive requires all ATC units to have an approved UTP. In the UK these must be approved by the CAA.
1.2 This Appendix provides supplementary advice on unit training and assessment.
2 Types of Unit Training Plan
2.1 Unit training needs to fill the gap between the knowledge and skills learned on the initial training courses and those the student/trainee controller needs in order to benefit from OJT with a minimum impact on the safety and efficiency of aircraft operations.
