2.9.3  Records to be retained by the ATC training provider are shown at Appendix 2 of this Section.


3  Contents of a UTP
3.1  UTPs shall detail the processes and timing required to allow the application of the unit procedures to the local area under the supervision of an on-the-job training instructor (OJTI).
3.2  The approved plan will include indications of all elements of the competence assessment system.
3.3 The UTP shall be approved by the CAA and be fully documented, indicating: a) the objectives of the training; b) the training processes by which the objectives will be met; c) the assessment process by which progress will be judged; d) the minimum training time and the maximum time in which student and/or trainee air traffic controllers who are training towards the issue of an ATC licence and/or an additional rating or rating endorsement are expected to achieve the objectives of the training;
e) the process by which successful completion of OJT is to be judged;
f)  in the case of an ATC unit at which controllers may be awarded a Surveillance Radar Approach Endorsement to the Approach Control Surveillance Rating, the minimum number of Surveillance Radar Approaches which a student or trainee controller must complete prior to an assessment of competence being undertaken.
NOTE:  In the case of SRAs terminating at not less than 2 miles from touchdown, it is recommended that the minimum number should be 25 for the first award of an SRA endorsement, and 10 for subsequent endorsements. In the case of SRAs terminating at less than 2 miles, it is considered the numbers should be 50 and 25 respectively.
3.4  Notwithstanding any other competence time restraints, providers of air traffic services shall ensure that an OJTI is permitted to provide an air traffic control service without any training responsibilities for at least 25% of his operational time on the specific sector or operational position for which he provides OJT.
3.5  Providers of air traffic services shall ensure that student and/or trainee air traffic controllers are kept aware of their progress, including any areas where improvement is required and the goals they must achieve to successfully complete the training.
3.6  To prevent fatigue, providers of air traffic services shall ensure that the provisions of the Scheme for the Regulation of Air Traffic Controller Hours (SRATCOH) are applied to student and trainee air traffic controllers undertaking OJT as if they were operational air traffic controllers.
3.7  Providers of air traffic services shall ensure that a report of the student and/or trainee air traffic controller's performance is completed after each training session and that the reports shall be sufficiently detailed to enable other OJTIs to determine the strengths and weaknesses of the trainee, together with his level of competence. These reports shall be completed at regular intervals.
3.8  Providers of air traffic services shall ensure that the part of the UTP relating to the OJT processes is subject to regular review to ensure that it continues to satisfy the training objectives. As part of this review, the provider of air traffic services shall ensure that the progress of student and/or trainee air traffic controllers undertaking OJT is monitored to identify any additional skills or knowledge that should be taught during the transition or pre on-the-job training instruction phases.
3.9  Providers of air traffic services shall ensure that changes to the OJT processes which are made as a result of the review should be documented in the UTP together with the reasons for making them.
3.10  The CAA may audit all aspects of unit training and assessment.
3.11  Where units provide refresher training in a live traffic situation to controllers who are employed as instructors at an approved ATC training centre, the provider of air traffic services shall ensure that the UTP includes procedures to ensure that such controllers are sufficiently prepared before undertaking such training under the supervision of an OJTI.
