Some procedures are QF.
GENERAL DEFINITIONS
“Low visibility” is any minima below 200’ (HAT) and below 800m VIS
or 550m RVR for landing and any visibility below 800m for take-off.
DA (DH): the point at which a missed approach must be INITIATED if
required visual reference is not established.
TDZ: From the runway beginning to the intended touchdown point
MID zone: approximately from 1,000m to 1,500m from the threshold
END zone: approximately last 300m of the runway
LOW VISIBILITY DESIGN & LABELLING CRITERIA
CAT 1 Minima not less than 200’ (altimeter) and visibility not less than
800m or RVR 550m
CAT 2 Minima not less than 100’ RA and visibility not less than:
400m TDZ
200m MID
Advisory – END (or 200m if mid not available)
CAT 3a Minima from 50’ to 100’ RA and visibility not less than:
200m all zones.
Rollout control guidance is not required
CAT 3b Minima zero to 50’ RA and visibility:
- 50m to 200m RVR
Rollout control guidance is required.
A330 is approved to CAT 3b.
Qantas operations are approved (by CASA) to:
CAT 3b zero’ decision height and 75m/75m/75m RVR (all zones
required when vis in any is less than 200m).
USA – runways must be grooved or have PFC overlay (CAT 3b).
CAT 2 and CAT 3 operations always require autoland.
Any ILS may be flown with autocoupled procedures but autoland
requires runway-specific approval by the company (see Jepp ILS chart).
A330 is approved for fail-operational and fail-passive approaches.
LOW VISIBILITY AIRPORT QUALIFICATIONS
Threshold Crossing Height (TCH) for ILS’ suitable for CAT 2 and CAT 3
ops is 50’ to 60’
Airports with low vis operational approval have:
- accurate ILS beams (strict criteria)
- back-up power to the ILS and lighting equipment
- certified lighting (approach and runway)
- approach, tower and ground frequency procedures
- ILS beam clear areas for integrity of signal
- min runway width (45m for QF approval) and length (2400m for QF
approval)
- special taxiway design, signage and lighting
- accurate weather measuring equipment (especially RVR)
An autoland runway does not necessarily meet low vis ops approval.
AIRPORT LIGHTING

(D) design criteria
LIGHTING
(O/D) With High Intensity Approach Lighting (HIAL) approach lighting
unserviceabilities the minimum required working sections of the
approach lights is:
- the inner 720m for CAT 2 operations
- the inner 300m for CAT 3 operations
For CAT 3 operations to below 50’ DH, HIAL is not required (optional as
is behind/underneath the A/C when becoming visual).
(D) CALVERT, ALSF I or ALSF II approach lighting systems are
approved for CAT 2 and CAT 3 operations. The strobes within the ALSF
lights should be independently switched off for low vis ops.
(D) Touchdown Zone (TDZ) lighting must be available for all CAT 2 and
CAT 3 operations.
(D) Centreline Lights (CL). CAT 2 requires 7.5m, 15m, or 30 m spacing
CAT 3 requires 8.5m or 15m spacing. (CL alternates red and white from
the last 900m to the last 300m of the runway. For the last 300m of the
runway the CL are all red.)
(O/D) High Intensity Runway (edge) Lighting (HIRL) required for CAT 2
and CAT 3 approach.
(O/D) Runway End Identifier Lights (REIL) required.
(O/D) Sequenced Flashing (Strobe) Lighting (SFL) is considered
incompatible with low is ops. It should be turned off. The pilot can
request this if not already off.
(D) Taxiway lights with max spacing 15m (straight line) or 7.5m (curve)
are required for operations below 400m (CAT 2). Numerous other
taxiway lighting requirements exist.
(O) Aircraft landing lights are not recommended for low vis ops. The
runway turn off lights may be of use – pilot discretion.
