EUROCONTROL Director General, Billinger
was instrumental in driving the Agency
through the challenging political and institutional
scene and in setting the organisation
into a new path for the future. His work
has contributed to the recent adoption of
a set of tasks and responsibilities for the
EUROCONTROL Agency and the defi nition
of the cooperation model with the European
Commission, which has become an essential
actor and partner in ATM.
This yearbook looks at the evolution of the
European ATM system through the decades,
highlighting where great strides were made
in the past and are being made today. It also
sheds light on the challenges ahead. In the
past 50 years European aviation has come
a long way and so has EUROCONTROL.
However, it is clear that the organisation
remains more committed than ever to
contributing to a safe and sustainable air
transport system for Europe.
Since then, there have been further developments,
giving more prominence to air
navigation service providers and airlines in
the organisation’s decision-making processes.
The future will be just as exciting as the
previous fi ve decades. Huge and systemic
changes are afoot. New players have arrived
on the scene, in particular the European
Commission, the Single European Sky ATM
Research Joint Undertaking and the European
Aviation Safety Agency, and EUROCONTROL
in 2010 is a very diff erent organisation
from the institution originally conceived by
its founding fathers. In meeting the challenges
and planning for the future, EUROCONTROL
has had to redefi ne its role within
the European aviation community.
Its role has been strengthened and will
be confi rmed as the organisation faces
up to the challenge of contributing to the
implementation of the Single European Sky.
This is because its essential pan-European
dimension, its expertise, its taking account
of the military aspects, its ability to manage
large-scale projects and network functions
to the benefi t of partners in the sector, and
its performance management competencies
are key assets for the introduction of an air
transport system that is safe, effi cient and
So, when Europe faced gridlock in its
skies with congested airports and routes, it
was the ability to create and manage these
types of structures that enabled EUROCONTROL
to address the challenges of congestion
in the 1980s and 1990s, through the
creation of bodies such as the Central Flow
Management Unit.
The role of the Provisional Council is to
ensure that the wishes of the Member States
are translated into action by the Director
General and his management team. Over
the years EUROCONTROL has continuously
adapted to changing institutional and technological
developments within a changing
geopolitical background. It has done so by
being responsive to its stakeholders, and
contributing to bringing about the changes
required by the aviation sector.
The Provisional Council is itself an expression
of EUROCONTROL’s ability to recognise
the need for reform. The provisions adopted
in 1997 were a decisive move bringing in not
only new governance arrangements, a new
structure and new support units, one for the
Performance Review Commission and one
for the Safety Regulation Commission, but
also greater cooperation between the civil
and military airspace users.
The future will be
