These services have been made mandatory
in EC Regulation No. 20/2009, however,
they will not supplant voice as the primary
means of communication – in case of nonstandard
communications or emergency, ‘revert
to voice’ will be the standard procedure.
With this in mind, a European initiative was
the reduction in minimum channel spacing
in the VHF band, from 25 to 8.33kHz, addressing
a shortage of VHF radio frequencies
available to the Air Traffi c Service Units. The
development of the 8.33 transition plan was
delegated to EUROCONTROL. The carriage of
8.33kHz-capable radio equipment was mandated
for aircraft fl ying above FL 245 from
7 October 1999 throughout the International
Civil Aviation Organization EUR Region.
This change brought an immediate
increase in available frequencies, which, in
turn, facilitated the creation of new airspace
control sectors, thus increasing ATM capacity
in the European Civil Aviation Conference
area. The mandate was extended to aircraft
operating above FL195 on 15 March 2007.
Most recently, EUROCONTROL has been
tasked with leading the eff ort to implement a
phased introduction of 8.33kHz below FL195
in the EUR Region, although this will prove
a more complicated proposition, since the
lower airspace is shared with General Aviation
and light Business Aviation traffi c.
On the ground
Surveillance forms another critical pillar of
safety in the skies. Technology is moving
rapidly ahead in this area, too. As Secondary
Surveillance Radar Systems reach the
limit of their operational capability, Mode-S
surveillance equipment is now deployed in
Europe. Mode-S Elementary Surveillance is
a familiar element of current air transport
operations and will form part of the basis of
the surveillance infrastructure for much of
the fi rst quarter of the 21st century. However,
pilots will be less familiar with Mode-S
Enhanced Surveillance (EHS), which was
deployed initially in the Czech Republic,
Hungary, EUROCONTROL’s Maastricht Upper
Area Control Centre and the United Kingdom.
Mode-S EHS enables controllers to see
pilots’ selected altitude, magnetic heading
and indicated airspeed/Mach number on the
aircraft Flight Control Unit (FCU), providing
an additional level of error-checking in the
conveyance of, and compliance with, ATC
instructions.
Pilots unfamiliar with the system have
been surprised by their controller’s apparent
‘sixth sense’ as he or she immediately
repeats an ATC instruction, following a misselection
on the FCU by the aircrew.
Other systems under development are
designed to directly aid the ground controller,
and provide a complementary ‘safety
layer’ in the provision of ATM services. Currently,
