and government sectors rely on in-fl ight voice and data connectivity
from Inmarsat.
Inmarsat is currently the principal satellite operator providing
global aeronautical safety services that comply with the safety
requirements of the International Civil Aviation Organization.
Aircrew and air-traffi c controllers commonly use Inmarsat ‘Classic
Aero’ services to communicate between the fl ight deck or
avionics and ground-based control facilities. This includes the
automatic reporting of an aircraft’s position, and controller-pilot
data link communication for clearance and information services.
In the North Atlantic region, which is newer to the use of
datalink, approximately 40 per cent of fl ights use the Inmarsat
satellite system for aeronautical safety services; in some Pacifi c
regions, it is closer to 80 per cent of aircraft. This is expected
to increase signifi cantly in the coming years, as mandates for
datalink operations are introduced.
In 2007, Inmarsat introduced SwiftBroadband, a fully IP-based
service for the air transport market that operates over the global
Inmarsat-4 constellation. This new service is being heavily used
by business and government aircraft, with growing demand
from the air transport market. A key advantage of the Swift-
Broadband capability is that it not only provides high data rate
communications links for cabin and operational applications,
but the same aircraft system can support simultaneous use of
the Inmarsat Classic Aero services.
In 2008, the European Aviation Safety Agency granted
airworthiness certifi cation for the fi rst aircraft installations to
allow passengers to make voice calls and send and receive text
messages via SwiftBroadband. In-fl ight connectivity to mobile
phones, PDAs and wireless-enabled laptops is now being used
by more than 10 airlines to enhance passenger services.
Inmarsat is now working to enhance SwiftBroadband’s support
for safety services in oceanic airspace, designed to meet
and exceed the Future Air Navigation System's Safety and
Performance Requirements. This capability allows any aircraft
fi tted with a SwiftBroadband terminal to run data link messaging
alongside other cockpit and cabin communications.
Longer term, Inmarsat is involved in studies to evaluate the
potential for SwiftBroadband to support safety services in Continental
airspace domains. Of key interest is the potential to form
part of the future SES ATM Research infrastructure. Upgrades to
the avionics and ground network could enable SwiftBroadband
to meet the requirements for Continental operation as
defi ned by Federal Aviation Administration
and EUROCONTROL. Inmarsat’s
experience and heritage puts it
in a unique position to develop
these future safety services
in cooperation with the
aviation industry.
Evolving satellite communications
u Short Term Confl ict Alert and Area
Proximity Warning, contributing to
prevention of (near) mid-air collisions.
u Minimum Safe Altitude Warning and
Approach Path Monitor, contributing to
prevention of Controlled Flight Into
Terrain accidents.
These ground-based safety nets are
designed to work in concert with their
airborne equivalents, providing multi-layered
protection in dense air traffi c environments.
EUROCONTROL’s Safety nets Performance Improvement
Network facilitates harmonisation
and improvement of safety nets in order to
maximise their eff ectiveness in an ever-increasingly
complex operational environment.
While these initiatives represent only a
small proportion of ongoing work, they illustrate
the wide remit and leading role that
EUROCONTROL is taking in the development
of ATM, with eff ects extending well beyond
European borders.
