1. The NASA work includes a body of excellent human factors studies.
Their flightdeck management studies would seem to have direct
applicability to controller teams. To my best understanding of
the reports I have read, and the bibliographies I have browsed --
they have not reformulated any of their work in terms of risk

performance would have to be scoured for opportunities to quantify
"foul-ups per fortnight" or whatever else we might want to
