Upon approval of the design changes, make available the descriptive data co-vering the changes to all operators of products previously certi.cated under the type certi.cate.
(b)
In a case where there are no current unsafe conditions, but the Administrator or the holder of the type certi.cate .nds through service experience that changes in type design will contribute to the safety of the product, the holder of the type certi.cate may submit appropriate design changes for approval. Upon approval of the changes, the manufacturer shall make information on the design changes availableto all operators of the sametype ofproduct.

FAR 21.101 : Designation of applicable regulations.
(a)
[An applicantforachangeto atypecerti.catemust showthatthe changedproduct complies with the airworthiness requirements applicable to the category of the product in e.ect on the date of the application for the change and with parts 34 and36ofthis chapter.Exceptionsaredetailedinparagraphs(b) and(c) ofthis section.
(b)
Ifparagraphs(b)(1),(2), or(3)of this section apply, an applicant may show that the changed product complies with an earlier amendment of a regulation required by paragraph(a) ofthissection,and of any otherregulationtheAdministrator .nds is directly related.However, the earlier amended regulation may notprecede either the corresponding regulation incorporated by reference in the type certi.cate, or any regulation in Secs. 23.2, 25.2, 27.2, or 29.2 of this chapter that is related to the change. The applicant may show compliance with an earlier amendment of a regulation for any of the following :
(1)
A change that the Administrator .nds not to be signi.cant. In determining whether a speci.c changeis signi.cant,theAdministrator considersthe change in context with allprevious relevantdesign changes and all related revisions to the applicableregulationsincorporatedinthetype certi.catefortheproduct. Changes that meet one of the following criteria are automatically considered signi.cant :
(i)
The general con.guration or the principles of construction are not retai-ned.
(ii)
The assumptions used for certi.cation of the product to be changed do not remain valid.
(2)
Eacharea, system, component, equipment, or appliancethattheAdministrator .nds is not a.ected by the change.
(3)
Each area, system, component, equipment, or appliance that is a.ected by the change, for which the Administrator .nds that compliance with a regulation describedinparagraph(a) ofthis section would not contribute materially to the level of safety of the changed product or would be impractical.
(c)
An applicantforachangetoan aircraft(otherthana rotorcraft) of6,000pounds or less maximum weight, orto a non-turbine rotorcraft of3,000pounds orless maxi-mum weight may show that the changed product complies with the regulations incorporated by reference in the type certi.cate. However, if the Administrator .nds that the change is signi.cant in an area, the Administrator may designate compliance with an amendment to the regulation incorporated by reference in the type certi.cate that applies to the change and any regulation that the Adminis-trator .nds is directly related, unless the Administrator also .nds that compliance with that amendment or regulation would not contribute materially to the level of safety of the changed product or would be impractical.
(d)
If the Administrator .nds that the regulations in e.ect on the date of the applica-tionfor the changedo notprovide adequate standards with respect to theproposed changebecause of a novel or unusualdesignfeature, the applicant must also comply with special conditions, and amendments to those special conditions,prescribed un-der theprovisions ofSec.21.16, toprovide alevel of safety equal to that established by the regulations in e.ect on the date of the application for the change.
