Coverage  >70 microvolts per metre. (2071)  Commissioning Orbit at the DOC or 15NM, whichever is the smaller, at Minimum Safe Altitude.

Station passage  Reversal without excessive ADF needle swing around station passage. ADF needle oscillations <± 10° throughout the remainder of the radial. (2073) See Note 1  Commissioning and Annual Two radials 90 degrees apart. From 5NM to 5NM past the station. 

NOTE 1:
Periods of out of limits are acceptable as long as:
a) they are oscillatory in nature rather than one sided and do not exceed 8 seconds for the check of the DOC, Airways and Holding patterns and 4 seconds for Instrument Approach procedures,
b) the pilot reports that the usability of the NDB is acceptable and that the NDB satisfactorily supports the Airway/Holding Pattern/Approach Procedure.
4.9  Analysis of Flight Inspection Records
4.9.1  The Air Traffic Service Provider shall analyse the flight inspection report at the earliest opportunity for operational systems and prior to entering a facility into operational service, to ensure that the flight inspection requirements are met (2345).
4.9.2  The Air Traffic Service Provider shall address any deficiencies or non-compliance to ensure a safe service is provided (2346).
4.9.3  An Air Traffic Service Provider may delegate the task of analysing the flight inspection report to a third party specialist organisation. This may be the flight inspection organisation that provided the report. The responsibility for addressing any deficiencies identified remains with the Air Traffic Service Provider (2347).
4.9.4  The person who conducts the analysis shall be competent to do so (2348). NOTE: This may include training on a specific flight inspection report format.
4.10  Off-Shore Requirements
4.10.1  Particular attention shall be given to the design and location of the beacon antenna to ensure an effective coverage pattern (2074).
4.10.2  The beacon shall be capable of operating on the frequencies laid down in the UK AIP ENR, Chapter 1.15, Off-shore Operations, for both mobile and fixed operations (2075). As frequencies are shared for mobile installations it is imperative that any commissioning or testing of the NDB shall be carried out with due regard to preventing interference to other users (2076).
4.10.3  Procedures shall exist to prevent simultaneous operation with other co-channel beacons (2077).

To ensure that the VOR provides an accurate and uncorrupted source of guidance information within the Designated Operational Coverage.

During Commissioning and Routine inspection the parameters in the following table shall be measured for all available transmitters and be within limits:
