    2-440.43  All variables shall be considered when responding to a release. These include but are not limited to the size, type of material involved, wind and weather conditions, location of the spill, ground personnel, and equipment involved.
2-440.44  For fuel spills, categorize the spill size and implement appropriate plan of action.
2-440.441  Small Spill is estimated at one (1) to fifteen (15) gallons. ARFF personnel provide fire protection while aircraft operator/fuel spill personnel accomplish cleanup.
2-440.442  Medium Spill is estimated at sixteen (16) to thirty (30) gallons. All unnecessary personnel will immediately evacuate the spill area.

EMERGENCY  RESPONSE MANUAL
At the discretion of the Incident Commander in Charge and upon application of an absorbent, the aircraft may be pushed back from the gate by tug.  However, the APU and engines will not be started until the aircraft is clear of the spill area.
Once the aircraft has cleared the scene, ARFF personnel will continue to provide fire protection while cleanup is accomplished by aircraft operator/fuel spill personnel.
2-440.443  Large Spill is estimated at thirty-one (31) or more gallons.  In addition to procedures for medium spills, the Incident Commander may evacuate the aircraft and/or foam the spill to provide a vapor seal.
If evacuation of the aircraft is accomplished, it will remain unoccupied until:  (1) the spill is removed or the aircraft is clear of the spill area.  (2) The aircraft has been inspected by airline maintenance personnel and the Incident Commander for damage or accumulation of flammable  liquid or vapor fuel in flap wells, internal wing sections, or concealed fuselage areas.
All reasonable efforts should be made to confine the spill, to contaminate the smallest area possible, and to prevent the material from entering storm drains.
ARFF personnel will continue to provide fire protection for all cleanup activities.
    2-440.45  If the spill presents a serious health hazard, neutralize the spill by flushing and place absorbent booms downstream of the spill in the storm drainage system to intercept the flushed substance for removal at that point.
2-440.46  For a fuel spill, the Incident Commander will document the spill on Tampa International Airport Fuel Spill Report.
   2-440.5 TPA CONTROL TOWER RESPONSIBILITIES
When informed of a spill on the airfield, the tower shall:

 2-440.51  Activate the net line with the spill information.
 2-440.52  Clear all necessary emergency equipment to the scene. 
   2-440.6 DIRECTOR OF OPERATIONS OR ADO
The Director of Operations is responsible for the resolution of radiological or toxic leakage problems for the Authority.  For radiological emergencies, the Director of Operations shall:
    2-440.61  Establish a collection point at the outside of the controlled perimeter area to hold all personnel and equipment that was engaged in the cleanup operations, including immediate medical attention. Special Florida State Division of Health personnel trained in radiological health will assess personal and equipment radiation levels and initiate decontamination procedures upon their arrival at the Airport. 
   2-440.7 AIRLINE AND TENANT COMPANIES
    2-440.71  Assist the Florida State Division of Health or special AEC teams in decontamination procedures only as they so direct.
