Facility directors are responsible for the protection of their buildings. The Authority recommends  the preparation of severe weather emergency plans as an adjunct to this manual.
Aircraft on the ground at TPA that cannot be evacuated will be securely tied down to prevent damage to other aircraft and property.  The leasee of the space on which the aircraft is parked at TPA is responsible for its security.  If it becomes necessary for the Authority to have its emergency personnel tie down or secure property on leased portions of the airport, a charge will be made for such activity by Authority emergency personnel, and the Authority will not assume responsibility for damage thereby.

Senior Director of Operations & Public Safety
The Senior Director of Operations & Public Safety shall provide direction and decisions as required for the preparation of the Airport against unforeseen emergency situations generated by the adverse weather conditions. This shall include the decision of if and when the airport may close, with possible evacuation of the public due to the interest of safety.

Establish and maintain communications with appropriate city and county emergency facilities and departments. (Emergency Management, Fire, Police, Red Cross etc.)
    2-430.3232 Director of Operationsor ADO
Prior to the arrival of severe weather conditions, make a personal check of all ramps, taxiways, and runways to assure that all possible precautions have been taken. This inspection shall include (but not be limited to): aircraft tie down security and removal of all shelterable objects, such as, steps, loose chocks, or fire extinguisher, from the ramps and other open areas.
Establish and maintain a communication watch with TPA Tower (during operations), all facility directors or their representatives, Airport Police Office, and the Senior Director of Operations & Public Safety regarding the general status of the Airport.  This watch will be maintained through the Center.
Implement such emergency actions as may be required by the Senior Director of Operations & Public Safety during the emergency period.
2-430.3233 Airport Police
Assist in protecting property and persons from the effects of severe weather.
2-430.3234 Maintenance Department
Specific procedures not a part of this manual are maintained by the Maintenance Department to address severe weather conditions.
The Director of Maintenance is responsible for the protection of all common airport areas and Authority facilities not directly controlled by Airport Tenants or agencies.

Provide personnel to the Director of Operations to check Airport ramps and to help secure aircraft and equipment not properly tied down by aircraft owner/operators, general aviation companies, and other service providers or lease operators.
2-430.3235 Communications Center
The Center is the focal point for all communications once a weather warning or alert is received.  Communication requirements for the weather alert will receive priority handling over other normal Center operations.
Maintain Airside shuttle car operations between Landside and Airside Buildings until wind velocities reach 55 mph. At that time, house one shuttle car per leg in the Landside Building and the other at the Airside. Announce to the public over the P.A. system that the shuttle cars have been temporarily shut down.  If TECO power is interrupted to the Airport while the shuttle cars are operating, evacuate all passengers.
Resume shuttle car and monorail operation when the Senior Director of Operations & Public Safety or his representative determines it may be done with safety. Announce over the P.A. system that normal operations have been resumed.
